Worked a build up for ya. This build will do good damage, and be very hard to beat. Divine Avalanche combined with godly healing rates is just sick. Most Katana player's I know set it to auto-fire, so that they can keep it coming. Once you have Stamina in the build and slotted up, you'll have VERY lil downtime, and can feel free to attack as much as possible.
BTW, don't focus on when the slots were put into powers in the above build. Slotting is just what enhancements I advise putting in each power. Slot attacks first, for accuracy, then damage, then recharge. Focus on your secondary powers later on, with the exception of having 3 recharges in each clicky and 3 heals in Integration as soon as you can. QR, FH, and Stamina can be slotted much later, as you won't have a great need for them to be slotted heavily early, and Integration works wonders.

I'm going to give you some feedback, no harshness intended:
1) Dont skip resilience. Its a great power.
2) Parry will make your life insanely easier. To skip it is pointless.
3) Flurry: Unless it fits your concept, dont get it.
4)Hurdle/Swift are good powers, but the first and second powers in /regen are like health/stamina x 2. With an end-light attack set like katana, both is overkill.

Divine Avalanche isn't worth it. Really.
I have a Kat/SR scrapper who regretted taking it until I respeced out of it around level 20. Never went back.

The Lotus Drops
Soaring Dragon
Golden Dragonfly
Those are really the only primary (Katana) powers worth taking. You'll get a good attack chain with them.

between Divine Avalanche and gamblers cut, which is better. i took Divine Avalanche and have no regrets because of its quick recharge and def bonus(which i admit i dont really notice or pay attention too) but in terms of dmg, is one better than the other?

I took Divine Avalanche over Gambler's Cut...I did this because they both do minor damage but Divine Avalanche gives you a defense bonus...I do notice the defense bonus when I use Divine Avalanche and it recharges so quickly i can always have 2 defense bonuses and the baddies really dont touch me when i have the 2 defense bonuses...

Gamblers Cut does significantly more damage. I've never been a fan of Divine Avalanche.

If your relying on gamblers cut for def at lower levels then your certainly gonna be disappointed, as it is just that a "gamble" as there is no guarantee it will give u a def boost until it is well slotted with SOs. I still prefer not using this power as it is far too hit and miss at sub40 levels

Just a quick thing: Gambler's Cut and Divine Avalanche have exactly the same recharge, endurance cost and damage. The only difference is that Divine Avalanche gives you a defence bonus.
I'd say forget Gambler's Cut and take Divine Avalanche. A bit of defence is always worth it!

Don't take either of them...take Sting of the Wasp instead. :) More damage, higher recharge, but later in life it'll fit fine in your attack chain. For a regen, that little bit of defense isn't really going to mean much to you.

Quite the opposite there, Ron. There are 3 levels of defense in this game, and the toughest characters have some form of all 3. They are Defense, Resistence, and Regen. Granite Tankers with Rooted on are very tough, especially when Earth's Embrace is up, because in Granite they have nearly capped Defense and Resistence, while Rooted gives them a very nice Regen boost.
Anyway, Regen scraps have a lot of Regen (duh) but not much of anything else. Resilience gives a touch of smash/lethal, and Tough can give a lil more. Way back before ED and the GDN, Regens would take and slot up Integration, Tough, and Weave, to give themselves good regen, defense, and resistence. This is no longer a good idea, but the point is that anytime you can add any defense or resistence buffs to regen is a good thing. Anything that gives them more time to get those regen ticks if a good thing. Adding Parry or Divine Avalanche to a Regen's attack chain will ultimately make a tougher Regen, simply because of the way the 3 defense setups work together in this game.

Fly is a personal choice. Its not the best for a scrapper because its slow, but in PvE, thats not a major issue. Also, Air Superiority as a prerequisite is a very nice attack, considering its a pool power. If you want to fly, fly away. It's entirely up to you.
