I played yesterday as early as I could, to avoid the lag fest which became a reality later (but not as bad as a Hami raid, so if you can deal with some twitchy animations and your powers not firing off as fast as you'd like, its not bad) I noticed the lag was the worst in PI (lots of high levels, and people getting sk'd for some reason) I think it's fun. Here are some observations:
1) Im not sure if the drop rate is the same for every zone, or for CoH and CoV alike, because I spent an hour trying to get the 4 pieces with my lvl 17 blaster in Steel, but when I took my lvl 25 MM to Sharkhead, I got all 4 pieces and a rock in 7 doors, and only one of the other three was a trick. I know they say that there is supposed to be an equal drop rate for each kind of salvage, and it technically should be the same no matter where you go or what level/build you are, but it seemed a bit funny to me. Anyone else have this kind of experience?
2) There were apparantly a lot of people opening doors and leaving the tricks to run about terrorizing others instead of taking care of them. Croatoa seemed to be the worse place for this, although the dev's may have just added in extra enemies in that zone to wander the streets. This may seem funny to some, to leave the high level MoB's running around to assault the lower toons on their way to somewhere else, but you DO get debt from being defeated by the tricks, and it would suck to be killed because of someone elses carelessness. I was standing by a door chatting and waiting for the timer to elapse and someone else ran up (who happened to be a few levels higher than me) and opened the door I was standing next to, and the high level baddies almost got me. Thats not real nice, either. There are plenty of doors to open, so try not to open one someone is standing next to unless you are sure they are paying attention.
3) People were getting frustrated camping on a door and getting nothing but tricks, or just inspirations. If this is the case, just head to another part of the map. Maybe find a lower level part of it. Many times, as soon as I moved to another area, I immediately got salvage (maybe not what I needed, but you get the point). Sometimes the luck we seem to have can be made ourselves. If you are beating your head against the wall, stop, find another way, or start trading your extras.
4) The GM's (Jack in Irons, and Eochai) spawn like crazy. Eochai spawned three times in about 20 min while I was in Steel. There didn't seem to be as many occurances of Jack, though, because many people were sending broadcasts about looking for him. It seems they spawn in the PvP zones, too, so if you feel brave, you can look in there as well.
5) People selling event salvage??? On the first day? Lets get some sense, people...It's not like its too difficult to obtain. I'm sure if you work with your respective SG/VG everyone who wants or needs them can have them if you share. It's not like its working toward some sort of uber power...its for a COSTUME SLOT. Why can't people be friendly and just share the excess? I always give the extras I have away once I obtain all 4 pieces.
Anyway...I've been having fun with it. Got about half my toons equipped with the extra slot, and now I have to work on my lowbies. Then I will be working on the kill badges on my badge-whores. Have fun, all, and Happy Halloween!

I definently concur with #3. It seemed to me that if you camped the same door you kept getting the same, trick or treat, the longer you stayed at the same door. I found that if I moved around I got a better variety of events.
As it seems you were, I was completly appalled at the notion of people selling the costume salvage. On the villian side of the house one person was selling each piece for 20k. This is one reason I play CoX, no in game economy so to speak.
On a side note if anyone Triump villian side needs the costume salvage I have 3 sets I can throw out to ampers. Message in game @chunkaliscious or on my main villian, Dred Pyrite Roberta.

As far as the drop rates go, it is all random, which always leads to the feeling like things should or shouldn't happen. My gambling game of choice is Roulette, so I'm as guilty as any of it too.
Since it's random, theoretically you could get 25 salvage in a row, or 25 tricks. Since the random number-generating code is really what's doing it, it probably using cpu time or cycles or something like that as a 'seed', but the dev's will never tell us exactly how they're doing it to avoid potential exploiting.
If it's clinet-based, then logging out of CoX or something like that may help, but if it's server based, then there's probably nothing we can do.
My quickest full set I got took me about 16 minutes yesterday (5 total drops), while the longest almost 90 minutes (with a total of 11 drops, but mostly duplicates).

I was checking out the old Paragon Times archive for the stories they ran w/ the origional event, and I found that they have actually posted a new Paragone Times yesterday about the event. So if you like the back story to things, you may want to check them out.
There are 3 you will want to read:
October 18, 2006 - A Season of Shadows
October 25, 2004 - Halloween Doom For Paragon City?
October 27, 2004 - The Hammer of the World

i was on today and i got 3 of my character the costume slot, bacause i had a giant team. that is one of the most fun things about the halloween event, its that we all click on the door, some get salvage or whatever, but then the rest are set up for a couple of good aoes, and they are all dead, all like 16 of them. i also went around with my lvl 22 blaster, Ms Galaxy, and super speed with stealth, getting all of the doors in talos, and had multiple sets of costume bits within 10 minutes, because i would just run away from tricks (heehee). kinda cheap, but it got the job done.
just as an unrelated sidenote, RATE OTHERS' POSTS FOR CREDIBILITY!!!! (oh yeah- PLEASE! :D)

Yes, there are four salvage pieces you need to obtain from the Trick or Treat doors.
Statesman's Mask
Back Alley Brawler's Gloves
Lord Recluse's Mask
Hamidon's Costume
You take one of each of those to Annah in Croatoa. After you exit the train station go down the train station ramp and turn right, go down the step toward the forest and stop at the bottom of the steps. Turn to your right and she is right up against the wall.
You click on her and she talked about the happenings and that she need 4 special pieces for you to get an additional costume slot. You click the option to give her the items and she awards you the costume slot. This does not get you a free tailor session, this just gets you the 5th slot.

Here is what you need to understand all the goings on in the Paragon City and Rogue Isles. Thanks to our own Lord X, he has provided a great guide to all that is Halloween.
Check it out here.
