farm lvl 14 or lower paper missions would be your best bet.

I myself either do the paper missions, or go to Mercy and just trash them there. Though it may be a bit harder to find them in Mercy than in a paper mission, they're so much easier to kill.

I've never seen a Skull boss outside on Mercy but I've heard from others that they are there. Another place to find a skull boss is the Atlas Mayhem Missions. They spawn for the side missions. Can't really farm them unless the mission owner stays outside. See my post about farming for the Firebug badge for details.

Yeah mercys kinda your best bet for lower skulls bosses though, just broadcast out to people in port oaks and ask for skull farming missions.
We need a place like perez park from heroes, hellions and skulls everywhere you look!
