Right here.
You need Microsoft's .net framework installed though if you want it to work properly. It is the best program out there for setting up your builds.

I downloaded the builder but it seems to be very old and only has the powers that originally came with the game, can i update it somehow?

I forget where exactly it is but with that builder there is a way to update it. It should be one of the options from the bar at the top, I think it might be under the system heading. At work right now or I would open it and tell you the specifics.

Sherksilver's builder is what I use. I like it a lot.
For updates, click on 'Setup' and 'Check for Updates'.

Although, hero builder is due for an update, for example to allow testing of HOs, alter flight speed stats, patron power stats, etc.

HO's can be tested with Sherksilver's builder. When you click on a slot to add an enhancement, there are two buttons in the bottom right corner of the box that shows valid enhancements. Click on the top button and a separate window will show up with all the valid HO's that can be slotted, and what they do. Click on one, click OK, and it'll be slotted into the slot you clicked on. Very handy to figure out a respec build once you have full Hami's, or to help you figure out what Hami's you need for that particular character.
