The only way to get the bird form is to respec? Well respec....get a TON of resto gear/enchants and then it will ALL be okay. :-) Or just be a balanced druid that isnt main healer in raids, which the priests usually are anyway so you should be fine.
DO IT MAN, DO IT!

Take it from me as a balance Druid, don't do it. Unless you have access to someone who can make you mana oil. And some sagefish delight. And mana potions. And maybe some gear that will recharge your mana.
Yes, being a Moonkin does eat up a lot of mana. Of course if you don't have to heal at all, it really helps not having to shape shift all the time through out battle.
I'm going to be saying good bye to my Moonkin in the very near future, as I'm having to heal a lot more, and I don't usually even use the form unless I'm in town.

BUT BUT BUT...MOONKINS GIVE CRIT STRIKE BONUS TO PARTY MEMBERS!!!!!!!!!!
mmmmm....crit strike.....drooolllzzzz.....
<<<~~~~major Crit whore ***pointing at self***
Plus in raid if a moonkin is moonkin they dont switch form a lot so that should help the mana situation, i can see where soloing can be an issue though.

Oh the issue isn't when I solo. It is when I duo. I am bringing more and more attention to myself in battle now. I need to focus on the healing more. And there are a lot of times I don't get off more than one or two attack spells. The rest of my time (and mana) is being spent healing.
For raids, I can see that moonkin would be excellent, but I don't plan on doing those.

On the topic of money, first thing I'd say is to check your BC talents. If the structure differs anyway from your current talents you will get a free respec.
On the topic of usability, I would ask what you are doing with your character. Are you raiding? Are you 5 manning? Are you just playing in random groups from time to time? Do you get left out of a lot of groups and need to a way to get more invites? These questions when compared to your playstyle should determine what class you play.
If you are raiding, I'd say go Resto and perhaps a distant secondary of Balance. Druids are often backup healers and you may want to focus on your strengths as a backup healer if you will be tasked as such. Moonkins give a crit aura and some mean DPS. If your gear is lacking your DPS will be pale in comparison to mages, rogues and locks. If you want to raid feral druids get shafted a lot. Druids are rarely seen as the damage dealers in raids and from an efficiency point of view a Feral Druid isn't nearly as coveted as a Resto in a raid.
If you are 5 manning and want to get in as many groups as possible, once again go Resto but the other two choices aren't really that bad either. 5 man dungeon crawls don't take a lot of coordination and you can pretty much make do with whatever you spec you choose. Let your playing style determine what you choose here. If you like being a healer, go resto. If you like dps, go Feral.
Your decision weighs heavily on where you will take your character and the frequency in which you do so. Good luck.

Personally if your only respec'ing to try the bird form out I wouldn't do it. Especially since it seems you will be respec'ing back to healing after you've toyed with it a bit...if you dont' plan on sticking with it...don't respec. just seems like a major waste of gold to me. Wich could be better used on potions and that nifty flying mount when you hit 70.
