Although this guide doesnt have a lvl by lvl guide, it does have a wealth of information on the two ATs.

Well I don't know much about these AT's. When I said I wanted to run strictly in human form, most people said it was either impossible or very difficult. Last week I started a PB and a WS. They are both in the lower teens, and I haven't had any trouble in human form with either. The PB is definitely the toughest of the two, but the WS looks cool as hell. I just went straight down the power line skipping only the nova form. But I would also like to see a higher level build.
Deep into that darkness peering, long I stood there, wondering, fearing, doubting, dreaming dreams no mortal ever dared to dream before.

Hello there. I have a 41 no-form PB. I'll post my build for her when I get home if there's still interest.
To sum it up though, they're godly in a big team, gimpy solo/duo, and about normal in a 3-4 team. The biggest trouble being no mez protection.
Her build is pretty close to Electro's though, except I took Glinting Eye as a first power, and Photon seekers as the 32 power.

Peacebringers seem to be the better of the two in all-human form. A big part of that is that Peacebringers deal Positive Energy damage, primarily. Lots of baddies are vulnerable to Energy damage. Warshades, unfortuantely, deal primarily Negative Energy damage. Quite a few baddies on up the ladder are resistant to negative energy.

The guide above is a bit....inaccurate? It doesn't really give you much of a feel for the differences and some of it's facts are off.
For instance, Warshades are more blastrollers then really melee.
Kheldians won't outblast a good blaster in general. The only thing that looks close to that is double mire, and that illusion is instantly dispelled when you have an AR blaster who gets Fulcrum Shifted.
The comments below the guide seem to be more accurate in general.

Ron, I agree that's part of it, though in PvP the opposite seems to be true, and more people have energy resist than dark.
PBs also seem to simply have a better attack chain in human then WS do. And their independent multiple self heals/HP boost are better at keeping them alive.
I'm working up a WS now who's 25%/75% Nova/Human. She's in a dedicated team group thankfully. Soloing with her would be near impossible without the Nova, where as my PB only had minor Quantum/Void difficulties.

Edit: I couldn't find my Planner sheet for this character, so I don't know exactly what the levels are for her slots.
Here's a rundown of my power choices though.

Most attacks are 4 slotted (3 Dam 1 Acc), with a 5th as I can for Acc/End, and most toggles are 4-5 slotted with 3 Resist, 1-2 Endo. Essence Boost is 6 slotted with 3 heal 3 recharge, Reform is 3 slotted with heal, Tactics and Assault are 3 slotted with Endo R.
A note about the leadership pool and PBs, the bonus for the epic ATs are second only to Defenders. And a human form should be teaming near exclusively, so that bonus is put to good use.
