Ok now i just lv up my ele to 20 and i dont have all my atrabute points (200) and i need to know what im doing wrong!

i had the same prob. i jsut deleted my char. and started over

You need to do the 2 15pt attribute quests :-P depending on which chapter you are doing it in, there are different quests.

For Factions they are both on Shing Jea, each after one of the missions. The first is from Raitahn Nem in Ran Musu Gardens and the second you get from Zunraa in Seitung Harbor. There is a shrine near the gate for Zen Daijun.
For Nightfall they are both in the Supspear Great Hall and involve reaching a certain rank in Sunspear.
For Prophecies the first you get lead to after doing The Forgotten Ones from Destinies Gorge. Annelle Fipps gives it to you. The second is in Droknar's Forge and can be obtained from Yanyi after completing one of the secondary profession quests in the desert.
Edit: 2 other people beat me to it. Well at least it's been cleared up.
