You can't yet. The santa hats you see now are from last years Wintersday event. However I'm assuming that on the last day, the 1st, you can get them at the finale.

Oh, as for the finale thing, they are going to do it 9 times so if it's like the Halloween event, all you ahve to do is be there for one of the finale parts and the hat should automatically appear in your inventory so make room for it. However I have no proof that it will be done that way this year, just a good guess.
