Can I change servers as often as I want without any penalty? Meaning if I want to can I be on the Euro servers this week and say the Korean server next week and return to U.S. server the week after? Just examples so dont be to hard on me.

There are a total of 5 territory changes permitted per account, so the answer to your question is unfortunately no. Find what works best for your time you play and stick with it, should you want to play with friends made in other territories simply use the International Districts.
Warrior/Monk - Finished Chapter 1
Elemtalist/Monk - Finished Chapter 1
Monk/Mesmer - Finished Chapter 1
Ranger/Monk - Finished Chapter 1

Thats what I thought but was not willing to risk it by trying it out. Do they put a warning on this so people dont screw up and end up stuck on a server they dont want to be on?

I'm unsure if they put a warning up when you are down to you last change, but they do have a message where you go to change the territory that states:
"You account is currently located in Xxxxxxx. You may change your account location X more times."
Replace x with the value.
Warrior/Monk - Finished Chapter 1

They do warn you, if/when you change servers how many more times you can change. Remember if you have 1 more change, and you are on your "home" server..don't change to Euro or anything else, cause you wont get back, unless you email support and tell them you screwed up and HOPE they will be nice enough to put you back to your "home" server.

umm ok did you even read the whole signiture dude thats over now 18 months since i made that up.now if it was 5000 hours in 4 months or something i could see you saying i have no life. but with 18 months no you need a flamer banner stapled to your forehead dude.
