Kinetic // Electric Defender 

I just made a new defender and heres a build i just put together:

Lv.1 - Transfusion (2 accuracy, 3 heal, 1 recharge)
- Charged Bolts (2 accuracy, 3 damage)
Lv.2 - Lightning Bolt (2 accuracy, 3 damage)
Lv.4 - Siphon Power (2 accuracy, 2 recharge)
Lv.6 - Siphon Speed (2 accuracy, 1 recharge)
Lv.8 - Swift (1 run speed)
Lv.10 - Hover (1 end. redux, 1 defense buff)
Lv.12 - Speed Boost (3 end. mod., 1 end. redux, 1 run speed)
Lv.14 - Fly (3 flight speed)
Lv.16 - Stealth (1 end. redux, 1 defense buff)
Lv.18 - Health (1 heal)
Lv.20 - Stamina (3 end. mod.)
Lv.22 - Invisibility (1 end. redux, 1 defense buff)
Lv.24 - Ball Lightning (2 accuracy, 3 damage)
Lv.26 - Transference (2 accuracy, 2 end. mod., 1 recharge)
Lv.28 - Tesla Cage (2 accuracy, 3 hold)

Few minor changes. Siphon Speed will want 2 recharges in it to go with 2 acc. Sucks when it misses and you have to wait forever for it.
Hover should just get a Flight Speed in its base slot. Its defense values suck so badly they aren't worth slotting for, and its endurance cost is low enough that it won't effect you much.
Speed Boost gets 3 end mod. Its activation cost is low, so an end redux is not necessary. And honestly, the point of the power is the recharge and recovery boost, not the movement boost. In fact, some people might get rather annoyed at having it move them even faster than normal.
Stealth just gets an end redux. Low base defense values, not worth slotting for.
Transference gets 2 recharge, 2 acc, 2 end mod. This makes it reliably accurate, with compensation for when it does miss in the fact that you can fire it again, sooner, and you get more out of each use.
Try to work in Aim sooner, as it will really help with getting the important powers to hit when you need them to. As for how its slotted, perfect, though I'd try to work another recharge into if you have the slot available. If not, Siphon Speed will more than make up for it.
Thunderous Blast should be 3 recharge, 3 damage. It has a base acc of 40%, nearly capping your accuracy against an even con from the start. Add in Aim with 3 tohits before hand and you're accuracy is capped against every foe you would normally encounter while gaming. I doubt you'll be using TB on +10s, right?
Power Sink should get 3 recharge and as many end mods as you can fit in after. Between PS, Transference, and Stamina, combined with the defender's ability to lower end use in a pinch, I doubt you will ever really have endurance issues past the 30s. Sappers might give you fits, though.
Inertial Reduction should either get a recharge or jump, not both. Its duration is equal to its recharge, meaning that it self stacks completely. One recharge will give you a lil extra overlap, but siphon speed can accomplish that, too. One jump will give you a nice boost to jump height and speed. Either or, but not both.

Beyond that, good build. Like I said, a few minor slotting changes, but it all looks rather solid. Enjoy it, Kin is one of the most fun and interactive powersets in the game!
