infused Armor does it make your armor stronger or does it just make it stronger against Murssaats (I think that is how you spell it)? that is my question....

Infusing your armor affects nothing but the mursaat skill spectral agony. Uninfused, it gives something like -30 health degen and 100 damage a second. Infused, it's -3 degen and 9 damage a second. But it will not give you extra armor or anything against any enemies but mursaat.

yes, there is a maximum of -10 degen, but the -30 also negates regeneration. so with healing breeze on you, you would still have -10 degen.
