Make sure you have setup a connection in Infrastructure mode under Network Settings and thet the WLAN swtich is in the up position. Then select network updates.as long as your near the wireless signal you setup on in Network Settings and you battery is charged then it should download the update.Other then that I am unaware of anyother way to update the PsP.

Yes, you can download the update on your PC and transfer it to your PSP if you cannot update it via the PSP WLAN Network Update.
BEFORE DOWNLOADING, CHECK THAT...
> You have a Mini-B type USB cable (required for transferring data)
> You have sufficient memory in your Memory Stick Duo. (required for downloading)
> You have sufficient battery power on your PSP. (required for installing)
1. Visit: The Official PSP Website
2. Click on the "PSP Downloads" menu
3. To the right, there should be an image of a PSP with the latest version written on it. Below there is a link to download the latest version. Click it.
4. Read the "Overview" and then click "Download Now"
PLEASE NOTE:
The above information applies to the UK version of the Official PSP website.
EDIT:
- Forgot some information -_-
