Prophecies-only. In Mineral Springs, from the Avicara Tengu boss Hyl Thunderwing I believe it is... Regardless, it's the only Elementalist boss in that zone, so just go around until you spot him.
In case you don't know, Mineral Springs is north of The Granite Citadel through Tasca's Demise in the southern Shiverpeaks.

It is a Prophecies (Ch.1) only skill. Do you have Prophecies. If not, I am sorry to say you can't cap it. :-(

ty for the welcome :) and ty all for the info. Im off to cap it i guess :). in case anyones wondering...im a elementalist....I wear full plate and a green staff..
And yeah...i need mist form...i wanna replace glads def with it so if anyone knows where i can cap it i would greatly appreciate it.
