I have a level 16 Me/N currently only in Fations. I don't really like my build and looking for some ideas of a Me/N PvE build. I have fations seperate then other chapters.

well you could go with most points in domination and use spells like empathy and backfire to hurt casters and melee fighters, as well as some interrupting.
or you could use illusion magic and spells like conjure phantasm and clumsyness to degen and injure enemies.
Inspiration is a good second attribute as it contains many energy management spells, and ether feast, the only real self heal for mesmers(i think).
as you gain levels and access to more cities you will gain better skills to use, or at least, more diverse skills.
i dont really know what would take advantage of your second profession . . . maybe something using illusion with blood as leftover points, using conjure phantasm and life siphon on everyone in sight :P

I think combining domination and curses you can run empathy, reckless haste, price of failue, insidious parasite and spiteful spirit for some major damage to melee foes. Then throw in spirit of failue from inspiration and you also get a energy source atleast untill it dies.
Just a note i have never actually done this but i've had something similar used aginst me.

Usually as a PvE Mesmer you'll want to not set yourself to any one build, or even to any one attribute. Different things are useful in different places for various reasons.
In Factions, most real threats tend to be melee attackers, so set yourself up to deal with these. Illusion and Curses are the way to go; Clumsiness, Spirit of Failure, Price of Failure, Insidious Parasite, and Reckless Haste can all make a fighter-type cry. Add in such skills as Mantra of Recovery, Energy Tap, Drain Enchantments, Ether Feast, Illusion of Weakness, and Distortion and you can become pretty durable while being able to largely shut down multiple Warriors, Rangers, and Assassins simultaneously.
While spellcasting bosses tend to be deadly, especially Elementalists and Ritualists, it is fairly difficult to shut these down due to their quick cast times. If you consistently have trouble with spellcasters, especially if you go into the Kurzick side later in the game where there are relatively many Necromancer and Elementalist monsters, take Domination- and Inspiration-line interrupting spells like Power Spike, Power Leak, Power Drain, and Power Return, but also make absolutely sure that you have some form of base for interrupts like Arcane Conundrum and/or Stolen Speed. Without these bases, bosses will likely cast too quickly for you to interrupt anything.
Then there's the middle road; take straight damage from Domination like Empathy, Backfire, Energy Burn, and Cry of Frustration or straight degen from Illusion and Blood Magic. I've always found Mesmers who take this route to be less useful against specific major threats while more useful in general play.
In any build, a Mesmer's staple skills are Energy Tap and Ether Feast. These provide a minor boost to your energy reserves at the cost of an opponent and the only really viable Mesmer selfheal. If you include a res sig, that leaves 5 more skills to deal with enemies.
As a Mesmer, you almost have to know the other classes extremely well, and in PvE you have to know what you're going up against as well so you can design a build to directly counteract the greatest threats. If you can do this, you can cut the time it takes your party to kill an enemy team in half on your own, but it's a lot more challenging than other classes. Mesmer is the most difficult class to master in Guild Wars, hands down.

The post above hit it right on the mark. Couldnt have explained better than myself. If Mesmer is your primary you constantly have to change your build based on the monsters your fighting.
Necros are cool, Do NOT load up on necro degen, etc your mesmer already does that! Do load up on AoE necro skills. Like that one (cant remember) sends out a swarm. If you got it, summon 2 bone minions (awsome necro ability - not to be confused with the summon one).
Basically, you could do a mesmer that robs energy (therby stopping casters from hurting you) and a necro that steals health (keeping you alive) with a little AoE skills for offensive.
You really have to check guildwiki.org and select the skills you want. then go buy them with skill points or find the quest for them.
the basics skills you get at the begining are lame. except for conjure and physical shield.
i can remember the skill but mesmers have a skill that causes all melee attacks to miss and when you attack with a melee you cause damage.
a me/n is similar to n/me. so you could do spiteful spirit!

Ah yes,
Soul Reaping vs Fast Casting. My mistake. Still you can do similar things with between the do. They just do it differently.
Also,
what do you mean by separate? are you saying you have this character on a different gw account from your others characters? im not sure but if you unlock skills with one character on a account you unlock for all your other characters. so if you have two gw accounts then the skills you unlocked wont be available to your other account. therefore you'll have to unlock them again. which can be a minor setback.
it would also help if you state if you'll be roleplaying alot or have interests in trying to farm or run.
lastly, are you the type that likes to push buttons and hope for the best or you the type that likes to analyze their build. what kind of staff / cane or you using, or you using something else? Do you have runes that allow stacking? Do you even use runes? Are you the type to use heroes and henchman or the type that follows in a group of real ppl?
