OK I'm having trouble finding a number of boss types for badges. Anyone I list, I can't find, so please help me out if you can with where to best find them (Solo if possible, and options other then PvP zones if possible).
Visionary - Rularuu Overseer Bosses.
Infiltrator - Paragon Protectors
Legionnaire - Warrior Bosses
Privateer - Sky Skiffs
Devourer of Earth - Tree of Life, Quarts, Carnes (Not even sure what these are)
The Slayer - Council Vampyri
Unveiler - Nemesis/Fake Nemesis Robots
Weatherman - Outcast Bosses
Any help would be awsome.

Well Adoniis, there are hundreds of sites that tell you what the badges are and how to obtain them.

Something I could recommend when badge hunting. Look towards the newspapers to be your savior.
If you look closely, they offer just about all of these types of villains for you to obtain the badges. Grab a full team and just farm those newspaper missions. With a full team, some of those should only take a couple of passes to complete.
There are others on your list that actually have their own regular missions, in which you can do the same thing.
If you can't find what you're looking for around the Isles, look in the newspapers for them to appear. Now, one catch, some of the groups are low level spawns and if you've outleveled them then you may have to Mal down to obtain them.

Can you still obtain the weatherman badge? I thought that went out some while ago?

I'm sure there is but after looking I didn't find these hundreds of sites, hence the reason I asked here. Perhpas I should ask questions about badges on Gameamp, even though there is a badge section....

the overseers you can get inside the shadow shard... dont know lvls or misions but get a full team and set the difficulty up and it should spawn some
DE Missions or in St Martinal

Ok since no one else seems to be able to help you i have all these badges anyway.......visionary badge there are only three missions in cov that you can get this badge from i suggest getting to 50 and getting efficancy expert pither he has a rularuu map that you can get anywhere from 10-15 but it has to be spwaned on relentless with 8 people
paragon protectors are around the outside of grandville near the flyer for some missions and there is a contact that gives mish's with pp in them.
for warrior bosses go to sirens call they are all over the place
same for sky skiffs
as for de eminators they are the things that buff the de that are on the ground be it the tree of life or other stuff like that that put out an aura
for the vampyri just do a whole bunch of council mishes they are the ones that have the psi attacks
the televison in gv has the nemisis mishes you need get a full team of 8 set it on relentless and farm them also a good way to get xp;)....gotta be 45 for those
as for outcast bosses find a lowbie or watch the chat channels and badge channels for people that wanna farm these mish the weather man badge is a hard one to get without a full team

I got my sky skiffs in Shark Head Isle by the pit (day light), vampires in Council missions or in Nerva Archipelago on roof tops (at dark), and for the Devourer of Earth u can find some in Nerva Archipelago.

Outcasts can only be found in CoV in small groups in the Level 20 Cape Mission.

Another great website is CityInfoTerminal.com. They not only tell you where badges are, but you can use supporting programs like HeroStats and CityGameTracker to automatically track your earned badges and compare against other badgehunters.
Their forums are also quite good for answering badge-hunting questions.
CIT also does a great job providing names of missions for specific types of contacts--many of those you listed are only found with large groups on specific missions.
The others mentioned here are also great resources...I've used them all, to some degree.
