Just ignore it, its not available on hero side, badge-whore's system is set to put both the hero and villain names of the badge, even if they are not obtainable on that side.

it could be, but from what ive seen, it may not be in the Statesman TF cause ive only seen a pic of them in grandville, and thats for the final mission, kind of like how ours is where we go to atlas park for the final mission.
