a friend of me, tell me that there going to be a next guild wars then i saw a topic about chapter 4's new prof.
1)but does someone know the name of it or 2)when it comes out?
I ask this because i just done nightfall today and
i done factions a lot of time ago
and also profetics (whateveryouspelit)
and it's kind of boring now
3)what prof. shall it be ?
4)are there going to be new races?( like tengu?)
5)how much i cost?
6 and last) the minimum system specifications of the nightfall are high (if you see my pc :p)
are the minimum system specifications be higher on the GW4?

No official word on chapter 4 yet, besides that there will be one. You'll see lots of speculation, but nothing has been pinned down publicly yet.
As to the sigs, check the site FAQ in the left-hand menu...

just as patrickvp stated, nothing has been publicly announced about GW4 except that there will be one. Anything you read about races, professions, title, etc. is all "wish lists" people would like to see in the game.
As for the system requirements, i imagine they will be atleast on par as NF, maybe higher. I say this because technology improves everyday, so when a development team has more than a year to work on a game, a lot of improvements will have been made software, and hardware wise. Thus if you want a good looking game, its gonna tax your system more. Its just the evolution of upgrading computers. Everything becomes obsolete after time. If you want to keep your older computers running GW, then you just have to turn down some of the viual quality settings. If you want to see GW in all its glory, sometimes you have to upgrade a video card, or your memory once in awhile.
