I've made a D3 in a duo with a blaster and I came up with this build. He is only at level 8 at the moment, so there is lots of opportunity for change.

1st off i would just like to say that D3's are fun and very very useful on a team IF played right. Granted u will not be as loved by everyone because u dont make them run faster or make them hit a little bit more...but its the little unnoticed things that really make a D3 shine.
couple things that i noticed about ur build that i think would be counter-productive.
1st is torrent, Torrent i a cone knockback, and almost all your powers require that your enemies be nice and bunched up. scattering the baddies from here to kingdom come kinda defeats the purpose. Also some really uptight tanker will not really like having thier 'job' made any harder.
2nd.life drain. Why? U have an awesome heal. that heals those around u as well. it had better range and its debuffs acc just as much if not more.
Another helpful hint would be maybe considering tactics of the leadership powerset. since most of your major powers are not autohit. there will be wasted slots of acc when all along u could have gotten tactics. Currently i got tactics 6slotted 5 acc+ 1 end and my Twilight Grasp at 4 heals and 2 acc. and i would say i hit a good 95% of the time.Just wanted to imput my two cents. Keep at it! There are not too many of us runnin around and i think there should be.

Thanks for the tips. I stuck in torrent because I am duoing the character with a fire/fire blaster and figured that it would be a handy 'panic button' if we ever had a nasty bunch of Warriors carrying sharp things they wanted to poke us with given that neither of us will be well equipped to deal with it. But I understand how it could be counterproductive. The fire blaster won't necessarily be too happy with me scattering everything everywhere and we'd hardly need any more AoE damage. On second thoughts: we already have tar patch and tentacles to keep the baddies at bay so torrent isn't worth it.
It was a long time since I made this build so I can't quite remember my motives behind taking Drain Life but it was probably just to fill space. As I am now considering dropping Torrent it now makes sense for me to so with Drain Life too. Then I can replace them with Leadership. This is a roleplaying character so I'm not sure how that'll fit though. He really isn't the leader in the duo. Oh well.
And Mr. Dragon: I'm really not sure why you'd be offended. The graphic refers to a character of mine. It has the face and name of the character on it. I had assumed that any text on the signature would be associated with the character. Brgiadier is fiercly patriotic, rather unlike myself I might add, and the text is supposed to illustrate that. He wishes to save his monarch instead of allowing God take what I would imagine him to believe to be the glory of it. I can only imagine that you took offence at the suggestion that Brigadier might be superior to God: "Screw God, I could do it better", perhaps? A hint to his arrogance. If you wish, think of it as the character himself saying it. If a character of television does or says something you might not agree with, do you get offended? I should hope not. Unless what they are doing is being promoted by the show it is simply a portrayal of a character. I personally wouldn't take offence and neither, I dare to assume, you would you at "Bigger than Jesus". My signature is supposed to be of a similar lighthearted tone. It certainly isn't meant to be insulting to anyone or -thing.
It is, I admit, a small jibe at the song from which the line "God save the Queen" has been taken and editted. I have always thought it a poor song and one that didn't make sense. Back in the days when the monarchy was actually important for something other than generating tourism it might have actually meant something. But even then people believed the monarchy to have been chosen by God or be in some way Godly. If this was the case, why would they need saving by God at all? I dislike the song so took a swipe at it.
However, not understanding why you are offended is no excuse for doing so. I apologise for offending you and if you so wish I will remove the graphic.

I just chalked it up to another silly thing those people across the river said. I didn't take offense to it. It did make me wonder for a bit, but I came to the same conclusion that you explained and assumed because it was within the signature for that hero, it was refering to him.
In regards to you D3 build... I have yet to create one of my own, but I hear that Jorden_Yen has a great write up on his website.
