Do I have to? 

OK, I got my enchanting up to 225, went to ulda and got artisan but does this mean I have to do ulda every time I want to train new enchants?

Sadly, yes it does. I would suggest stock piling the mats you need for raises, then go down there and level it up as much as you can in one go.

Also I heard that more experienced players wait until they reach max level to start leveling enchanting, since it takes awhile and it takes some money, I have a friend he's waiting to reach 70 before taking on his profs mining/enchanting, also it helps if you want to level fast and in occasions like these where you gotta go to Ulda.
