I'm having a dilemma...
I would really appreciate killing brutes with a tank.
what is the best tank for Bloody Bay? RV?
they might be different tank for both those zones. but i would appreciate knowing.

Right now I think Ice/Em is the current build for pvp. That's what I have heard but I'm no expert at tanks

I've seen Stone/Energy along with Ice/Energy

Any Primary can do a decent job of keeping you alive in PvP, but Fire and Stone are the 2 most popular to use. As for attacks, Super Strength and Energy Melee will be the 2 best choices. EM does great damage, and Super Strength has good damage mitigation. EM will disorient, while SS will do knockdown/back, hold, and a minor disorient as well.

i'd say go with ice armor as a primary for a PvP tank.
1. you get a lot of tools to keep you up and running. Energy absorbtion, hoarfrost and hibernate are great for non-stop action. Hibernate comes back quicker than hoarfrost so you can call a 30 second timeout whenever you need to. EA is autohit and comes back quickly as well. this lets you suck the end out of a brute or anyone else standing toe to toe with you.
2. its defense based (not dmg res) so if you have aid self, you have a better chance of using it.
3. chilling embrace slows your opponent and drops their recharge to the floor.
4. your the coolest tank at the party! *rim shot* thank you thank you!
As for secondaries, dont pick ice. it sucks for PvP. well, i take that kinda back. if you can drop their shields, via EA, then you can hold them with freezing touch and make them fall down with ice patch. nothing sucks more than a mezz shield dropping and being held in PvP.
But i'd pick something other than ice.

I'm usually in Sirens Call on my stone/ss tanker, and I love it. TP right next to someone and hit them HARD with a KO blow. They do a nice flop on the ground, if they have no KB resitance, and I can pound on them while they get back up and try to make sense of what just happened. But there are those pesky ones that manage to get away before I can finish them off, but they usually at least 1/2 health before that, so they know not to take me on without some proper back up.
