I trying to download it, and i get to the screen that says as its heading DirectX Runtime for February 2007. It is asking me to accept. I click accept and it brings me to a page saying "Please type the location where you want to place the extracted files." Where should i put them???

Usually C:\Program Files is a good place to put those files, but in fact you can put in anywhere on your pc...

Make a map in one of your drives, then when it asks were to dump them simply put them in THAT map (name it Directx or something) then open the map, hit the Setup button, that should do the trick.
Also, if you got any Guild Wars disc you can install DirectX 9.0C from them (or any other ''newer'' game)
