Depends which power your using. The only limit i know is fire ball which I think is 10

Depends on the power really. Taunt can only hit 5 max, while a nuke can hit up to 16 targets at once I think. And other powers hit somewhere in between those as well.

i believe the max number of villains you can affect through any combination of powers is 17. this is the aggro cap for tankers. I'd be surprised if anyone else touches this number, except for maybe nova, inferno, TB, etc.
I won't dress up as Frosty the Snowman for a Christmas party...
