| The mystery of Blue Shield |

He stands alone in front of the big coin in one of the loneliest city areas (lonely as in theres no shops and few contacts), its certain the Blue Shield has had a bum deal from the Devs.
He did get a rather nifty shield and helmet when it all started but thats about it. He doesn't have much of a past, no Task forces or special missions, no pretorian counterpart, no arch villain, hell, he might as well not even be there.
For the new Faultline area, the devs allowed Spirit thingy woman to take the post, but even she has a past since she was in the advertisment when City of Heroes was released in japan.
Im asking, actually pleading, for the devs to give the guy a break. Give him a bit more to do, a bit of a history, a statue, a Pretorian version of himself (Leader of a bunch of corrupt cops, give us heroes a chance to actually attack these newish PPD shells and Psi officers) a few quests that involve him or SOMETHING to ackowldge the fact that he stands there all on his own, wondering if that coin will ever fall on top of him.
Also, hes all alone up there. Give him a Longbow Enhancement shop to talk to!

well, Blue Steel wasn't always in front of the Paragon Police HQ. He was put there when Galaxy City was added as a secondary starting point to the game. Before GC was there, the Back Alley Brawler was in his spot in KR.

The way I logic myself out of thinking too much into that one is this:
Blue Steel's in the PPD in our Earth, so my guess is he was in there before becoming a hero. Somewhere along the lines he probably got inspired to step up and become an actual hero, but at the same time didn't want to leave the PPD.
My guess is that, since (I assume) there's no PPD in Pretorian Earth, he never got to that first step to becoming inspired to hero-dom, and therefore doesn't exist in a way that would attract the attention of heroes.
Hope that fills in some gaps for ya. o.O

The information in the Hero History article is quite accurate but it can get some more information. Read the comics that they have put out. You can download them for free into adobe acrobat in your browser. You'll learn alot of things, such as Statesman got his power from drinking for the fountain of zeus (or something along the lines), however the man who accompanied him was Lord Recluse.
For Rockshock you should check out the clockwork history on the actual website, it does contrain information about Blue Sheild, but I don't think it actually mentions his Super name.

If you're really interested in learning about the heroes of Paragon, you should check out the paperback novels that they released in the last two years. The first covers the transformation of States and Recluse in accurate detail. The second explains the formation of the current Freedom Phalanx. Both are well written and modestly priced. They seem like they'd be great reads even if a person had never played CoX.

They have two novels out. The third one was supposed to be about the Rikti Invasion but now it has been cancelled. The first two books are really good reads tho.

I remember when i first started my account, I used to get a comic mailed to me every month for a while. They used to be a part of your game subscription. My kids enjoyed them (shhh i did too). I beleive they are available to view online still.

They released comics as an extra, but it wasn't in existence prior to the creation of the game. You can get all of the issues released by Top Cow on the main site. They aren't great...But they're worth a quick look.
