Yeah its build up with a fancy name. Like for example, my Commando has an Assualy Rifle, in simpler terms its a BFG. Big Freaken Gun.

Yes, Focus Chi, or the word 'Chi' is a martial arts term for your inner core/strength/focus.
This is to simulate that you focus all your internal power for a brief amount of time...like your build ups, etc.
So, sounds like you've rolled a Martial Arts/??? Stalker huh...
