15 years. Almost 15 years have passed since his parents were killed and tomorrow, Alexei Kalashkov will return to Paragon City to resume his Heroic Career as Quarentine.
15 Years ago.
The phone rang. Nikolei Kalashkov went over to the wall and picked up the white dial-up phone. It was one of the few "luxuries" that families got in the jam-packed port city of St. Petersburg, more so since the collapse of the Soviet Union nearly one year before.
Mrs. Wanda Kalashkov entered the sitting area.
"Who was that, dear?" she asked in perfected Russian
"My business partner, Damyan Revkoskii. He inquired if he and his wife could eat here at our house tomorrow night. I told him 'yes'."
"Then we must get more food. We are running especially low on bread."
"We can get it after Church tomorrow"
June 14, 2007.
Quarentine is now over Danish airspace, carrying in his hand the rare Scal Flower to his parents' memorial in Atlas Park. Ever since he arrived in Paragon City in spring 2006, Alexei has stopped his heroic duties for one month to mourn his parents' death.
Mr. and Mrs. Kalashkov were taking their 10-year old son to their Church. After their mass, they were going to pick up fresh bread and vegetables from a market only a few blocks away. The night was an ordinary evening, yet it will yield devastating events for one certain family.
The Kalashkovs were heading across the infested square carrying their groceries when a pair of pick-up trucks sped into the square and unloaded their deadly cargo: about 20 Russian terrorists. The gunmen unleashed a constant spray of lead around the square, sending their bullets into unarmed bystanders, whirling from all the confusion, and not quite knowing what hit them. Wanda and Nikplei were some of the first to be hit. Alexei stared at the lifeless bodies before him.
In an area of Atlas Park called the Promenade, blinding flashes of lightning streaked against the twilight sky. The rain bounced of Quarentine's emerald armor, soaking his cape, while he held his bow in his left hand, he wielded a bouqet of flowers in his right. He set them down on the granite plaque and bent down on two knees, wiping off the nameplate. Quarentine was singing a soft Russian hymn, and allowed a single tear to trail down his cheek.

Although I have to admit that I'm not very good at making stories for my characters, I do know what you need to put in a story to make it good or reasonably good story for other people to understand the basics of your character for roleplaying purposes.
If I were you, I would put something in it about how he got his powers and what his powers are, and (not necessary) something about his personality and traits.

Blasters kill everything, usually before they get killed themselves. When it comes to dealing pain, a blaster has no equal. We just have a hard time taking our own medicine! So we love Tanks and 'fenders!
