It's just called 15k or Ascended *insert type pf armour here* only called Elite as in Elite Sunspear.

well if you go to this link you will see there is just pyromancer armor and elite pyromancer armor at the bottom.....where do i get the elite...

The elite armor you are referring to is called the 15k version, or 'Ascended' version.
the normal set you could find at ascalon or lions arch is just called Pyromancer.
Anyway you can pick up the 15k set at granite citadel in the southern shiverpeaks.

On topic: Kanna basically summed it up. But you cant get ran in Factions, and only in some places in Nightfall, but Propchies your able to maybe get the armor at level 2 :P
