Can anyone explain how the set bonuses work for IO's? What set categories exist? How many IO's make up a set?

I can give you my limited info on it.
The IO's are similar to hamios. Most of the good ones have benifits like damage+recharge or other really good combos.
The improvement over hamios is that once you equip more than one, you get an extra perk advantage. As an example, if you equip 2 IO enhancement of the same type, you get +1% damage resistance, equip 3 you get the +1% damage resistance and +1.5% DPS, and so on. Each IO has a little different list of available perks too.
Some IOs will have a short list of boost properties, some will offer many. I know for sure that if you get the pattern for the IO as a drop, that will list out the available benifits for multiple's of that IO equipped. I'm not sure if the IO itself will show that if you get the info on it, but I'll bet another poster will.

I know on the Villain side (should be the same on Hero side as well), when you get an invention recipe or the IO itself, it will tell you what that IO does (+dam, +rechrge). It will also advise of the bonuses that the set will provide. It will also tell you what classification that the IO fits into, what type of power (Sniper, Ranged, PBAOE, Healing, etc.)...this is the one to pay close attention to, cause if you make one that says +damage, but it's only for a PBAOE, and you have no powers that fit that deion, you've wasted your time creating that IO, you'll have to sell it or give it away. Now, something else to watch out for, is the number of IOs that make up the set. Some require only 4 and some require 6 to complete the set. To see how to slot, some decisions need to be made...1) do you need all the IOs in the set (some may be +acc/+red recharge, in an attack power) 2) are the bonuses for slot 4, 5, 6 worth getting those IOs for. Now this one is interesting as some bonuses provides boosts to all your powers, while the majority only offer bonuses to the slotted power in question. 3) if i'm not 6 slotting a power, can i find the lost bonuses in another IO set for another power. Again, comes down to proper planning and the overall goal you want to accomplish.
Sorry, I don't have any real forumlas or examples, as i'm finding out these little nitches the more I play.
But what i've described above is the issues I've faced early on and is what's leading me to do a series Respec due to how I previously slotted pre I9. I'll wait though and see how things pan out, I'm just hoping that I have enough slotts to fill the powers that I need to fill, then I'll worry about the ones that I want to fill later.
But I recommend going to WWs or the BM and take a look at all the available sets to get an idea of what's available and what will give you the biggest bang for the buck and build your IOs from there.

i completely agree with Bishop, i didn't understand anything about the IOs(except how to build)until i went to the "auction house". it will seem alot easier to follow once you go by what "set" you plan to build. if you do plan on purchasing ANYTHING from there remember one thing: BID LOW

I had so much more to say but as usual everyone else beat me to it. The only thing I can really add is that if you are going to work on getting a full set, you don’t necessarily have to try and get the highest level recipes you can use. If you shop around and look at the numbers you can still get some rather decent stats with lower level recipes.
You can save some inf this way but more importantly you can try and maximize the level ranges for which your set bonuses will work. Somewhere in the I9 patch notes, I remember reading that if you exemplar down to a level below when a set could be used, you will loose the benefit of that set bonus. So getting a full level 40 set isn’t going to give you the bonuses if you go to Sirens or do one of the lower level TF’s. If you don’t plan on Exemplaring (not sure if that’s really a word), then feel free to get the best you can.
One other thing, probably a little slow to notice but just noticed for the first time yesterday, you can see what set bonuses people have if you look at their powers.

Ok guys...for the first time I started to try to get a Set Bonus.
I wanted Serendipity for my MA/SR Scrapper.
So I put my first Serendipity IO into Focused Fighting.
So good that far...
Than I tried to put a 2nd Serendipity IO into Focused Fighting to get the first Set Bonus and...
Focused Fighting didn't accept the IO(??)
But it accepted it to place the very same IO into Focused Senses.
And I did not get a Set Bonus.
I don't get the whole thing now.
Do I have to put the Set IOs into the same power or in different powers to get the setbonus?
Or do I suffer from some bug and need the Tech Support?
I'm listening to real music.

You cannot place the exact same IO in the same power. That's why it's a set. So, for instance, if you are slotting Thunderstrike into a ranged power, you can only slot 1 Acc/Dam from Thunderstrike. Other Thunderstrikes will need to be different enhancement types like ACC/RCHG or DAM/END. Now, you can slot a second ACC/DAM from a different set if you like, but that defeats the purposes of getting the set bonuses.

Just go over to the CoH Guides link to the left. In the dropdown category box, change it to "Enhancements". There are several guides on sets.
