OK, my friend is looking to make a Dom and he wants to know if this is good or not. His Dominator is going to be Fire Control/Energy Assault, will this be a decent build for a Dominator?

yes defnitely. Fire has great holds and great damage, and the fire imps are pure awesome. next the energy has good melee damage and some good ranged single target damage too
