Not sure if this has been covered or whatever, but last night when we were doing our OLB match we were going to play deck17. However it has the sniper rifle in it. Unfortunately we tried to turn on the LG only mutator and it replaced them all, but then the superweapons were on for some odd reason. So we tried to vote in utcomp to take the superweapons out, but it defaulted back to the sniper rifle. So all in all we couldnt play deck17 due to these problems persisting.
So my suggestion is to perhaps add an option to select LG or Sniper.

add this to all of your utcomp voting gametypes in ut2004.ini or server.ini and to your server startup command line:
XWeapons.MutNoSuperWeapon,UTClassic.MutUseLightning
you need both these mutators and it will work.

We actually had "Lightning instead of Sniper" as an option way back in UTComp 1.1 to 1.3, I beleive. It was removed due to the fact that nobody used it, and in fact wasn't mentionned until today. We'll try to see if it can still fit in the voting page :P

No need to modify every vote entry (for UTComp at least), just add:

AlwaysUseThisMutator=XWeapons.MutNoSuperWeapon
AlwaysUseThisMutator=UTClassic.MutUseLightning

to your UTComp settings section.
