I would go with simple blood magic until you get good since it's real simple than keeping up hexes cuz you're new. Also could you tell us what elites you have if any? that would help with the builds.
Starter blood necro
1. Life Siphon
2. Vampiric Gaze
3. Vampiric Touch
4. Vampiric Swarm
5. Well of Blood( or Well of Power[E]
6. Blood Renewal
7. Plague Touch
8. Res Sig
that's the build i ran until I got an elite on my necro because without SS the SS build is useless(duh). hope it helps.
quit gw for good. end of story.

Personally, if you haven't made it to areas where you can start capping Elites, I would suggest that you just play around with builds for now. Once you've reached areas where you can start to grab some of the Necro Elites, then start to consider what build or builds you might want to play. By not specializing right of the bat, you're able to learn the profession better by starting to understand the skills involved and the attributes that power the skills.
Just my two cents though.

I agree with Beano...if your just starting your first character of that class, its best to try things out on your own. Sure having a build might make you more effective, but learning the skills beforehand will allow you to learn how to play the necro, and also help you chose your favorite style.
For instance, thought I didn't play a necro from the beginning, I have learned that I don't like blood skills(or sacrifice skills, whatever you wanna call them), curses are ok, but my favorite is death skills, specifically Minion Master....because I don't like self-sacrificing (failed missions because of it before), and curses can be quite powerful (Spiteful Spirit FTW) but I like having the wall of minions, staying somewhat far out of battle while healing the minions and raising new ones. Though MM's aren't as effective as before, I've had fun playing around with Order of Undeath (which can create quite a powerful spike if you time it right).

dont be a stranger, that sounds like a farewell, re the builds, i would really really recommend you stay away from the MM builds, at elast until you experience some of the others. MM can be soooooooooo boring and pales in comparison with some others you can throw together just by reading the skills. Not sure what your secondary is, but for an offensive minded player, take a look at the N/Me stuff... you can put together very fun and helpful builds, from pure havoc and damage everywhere, to just shutting down an entire team. All secondary professions have advantages, but the Me just seems to fit very well with the necros

Back in the days I was using a very spread out set through most of Prophecies PvE (that is, before Elites show up)
Parasitic Bond
Shadow of Fear
Enfeeble
Necrotic Traversal
Plague Touch
Backfire
Distortion
Well of Blood
Mostly supporting the team. Nothing fancy but it worked.
Edit: it's a Swiss Army Knife template for PvE till you get the grip of your character, nothing more.

I would agree with a previous suggestion of a simple blood magic build , thats what i started out on back in the day and it was great fun to use and fairly simple.

Yeh, depending on what skills you are after. Some are Core skills, which means you can get them in each chapter, and some are chapter specific. I think AmpGW ^ has a good list if you're looking for a specific skill.
