LR & States fight???

I have seen a couple of screen shots around the net of LR & states fighting... how is this so?

either it was made by the devs or it was in RV, if it was in RV what would have to happen is the villains would have to take 4 bases, summoning states.

I'm sorry.I looked for some Videos on Youtube for a 1 on 1 fight for Recluse and States,and couldn't find anything.But,I did find a real cool video about City of Heroes.
