Big is the resident expert on ice tankers. I'm sure he'll be along to advise shortly on the primary.
As far as energy goes, it is one of the best damagers in the tank secondaries, remembering of course that tanks aren't made for damage. What attacks do you have?

As for the EM side, on mine, I didn't get taunt, as he was a scranker build geared towards damage, which he does very well, and I didn't take stun. The disorient of the regular attacks does well enough in this area. I took everything else and he is a damage dealing fiend. I out damaged level 50 scrappers when he was a 49.

Really?? I'm glad no one told me that when I made my Inv/SS Tank :)
But seriously though, in the early stages of Tankdum, you're going to be squishy by nature, simply because you have no shields, and the ones you have are not properly slotted.
My advise to you is to think defense first, then think offense later. Grab and slot all of your shields to begin with. Now, it's a lot easier to do this with the Veteran rewards and all. You'll have a couple of attacks with that (depending on your time in) and can afford to work on your defense.
I haven't done anything with Ice or Energy, but I believe the concept is the same...grab your shield early on, then come the mid to late 20's, you'll start to notice you're not face-planting as much and you can actually do some decent damage at this point.
A tank pre mid to late 20's is not really a tank yet, but after that, watch out, because you should have the majority of your shields and now your offense is starting to pick up and you can now dish it out.

Very sound advice Don. I would second all of that kid. And also say that ice is one of the best agro holders in the tank primaries. My own ice tank is only 20 so I can't say I'm an expert, but chilling embrace is one of the best agro holders I've seen in the game. The only thing I was told was not to get hoarfrost, that it wasn't worth it, but get all the other primaries. But as I said, not enough experience with it to know for certain if thats correct. If you haven't already read it, Here's Big's guide to ice armor.

If you havnt yet, read that guide. I have played with an Ice/Ice up to about 16 with very few probs to that point, due mostly to Big's guide. A few things to remember about a young tank is
Once you get your taunt aura, you can get the aggro, but youll have a hard time holding it. This is until you get your defences slotted up. When you get DOs youll see a big difference.
Do your best to maintain aggro on 3 to 4 enemies, any more and your going to have problems. Until those 20s your esentially a "Tank" in training.
In the early stages, whether your going for a solo or a team build, you need to think "The best offense is a good defense."
Chilling Embrace is a phenominal Taunt PBAoE, way better than the Blazing Aura I am used to. Combine that with Icecicles, and anyone close to you is taking damage, slow as it may be. This combo will be a great damage dealer for you. Then later if you dont like it you can respec it, like Big states in his guide. This combo is responsible for 50% of the damage on my Ice/Ice.
Tank'ns my Bidness and Bidness is GOOD!

i made an ice/em tank and got it to lvl 21 but had to remake it cos i swiched accounts.
but i can still remember what poers i chose and am planing to remake it the same cos it was v. gd
this is my power plan
1) Frozen Armour, Barrage
2) Hoar Frost
4) Chilling Embrace
6) Wet Ice
8) Permafrost
10) Flurry
12) Icicles
14) Super speed
16) Whirling Hands
18) Glacial Armour
20) Hasten
22) Health
24) Endurance
26) Energy Absorption
28) Leaping
30) Combat Jumping
32) Hibernate
35) Energy Transfer
38) Total Focus
41) Char
44) Fire Blast
47) Fire Ball
49) ???Super Jumping???
(ignoor the epics and pool powers their just in there)
im prety happy with that and it worked prety well even though i got my second attack at lvl 10
but gettin all the defensive powers means you can rly only use one attack because of the ammount of endurance you use, i seriously was getting through my endurance in a few seconds if i used my attacks as soon as they had recharged.
and soz if this seems to much about gettin options on my char, i dont want oppinions i want to help you choose youre powers, kl
hope this helps
My fav 4 chars
Neon Blizzard - Tank ice/energy
Neon Fissure - brute stone/Energy
Robo Titan - MM bots/traps
Aieou - Dom Plant/Fire
Pyroxide - Blast fire/energy
Shadow Doom - Stlk Dark/ninjitsu
iv kinda split them into 3 sections
the Neons are Identical Twins who Who are aligned with different paths
Shadow and pyr are both victims of Dr. Nights failed LunarFusion mutation experiment
Robo Titan and Aieou are both behemoths(not Cot) figures from different areas of the globe
Robo Titan - Greek Titan
Aieou - God of Protection, from monsatu isle(mid pacific)
