Energy is going to result in REALLY good damage, but the secondary power set choice is going to make a difference in what primary you choose. If you go Energy/Energy, you'll have Conserve Power and a bunch of other cool toys.
SS has Rage...nuff said.
Elec is the least damaging of the sets, but has a REALLY good Energy Drain effect. You can make a pretty cool build to attack the Blue bar instead of the Green bar. Fights will take longer to start with, but you'll be PvPing pretty well. Elec also has that cool quickness-like secondary power.

but what secondaries really complement these?
like I've heard ss is too cookie cutter, and that elec doesn't do alot of damage. But what secondaries would complement those? I heard elec/stone, ener/elec, ss/fire, and ss/stone were all good, but I can't decide

I've taken a EM/Invul Brute to lvl 33 pretty quickly. Good defense and good offense, he was viturally a wrecking machine... Slaughter 'n Pain is his name.
I also just started a low level SS/Stone, which he is playing nice so far, currently level 10.
Those are the only 2 Brutes that I've put together.
Now, SS/Invul is a good build as well.

to add on to what i said earlier, EM/Fire is good because of all of the extra damage in the /fire set. this is good for getting yourself to as much damage as possible. the only downside is you have to take acrobatics.
I like Fire/Stone because the DoT from Fire more than makes up for the -damage from Granite. so it leaves you to be an unstoppable force, that still does a crapload of damage

i'd say EM/Elec is the best brute i've seen, and played, it has the uber burst damage, good resist to psi damage, which is what most brutes lack, resist to end drain, an uber end drain power, capped resistance to energy based attacks, again most lack good resistance to that, a power that increase both speed and recharge time and costs no end. i mean seriously, this is one of the greatest builds out there, only thing it lacks is a self heal, but aid self slotted with 2 interrupts and 3 heals can solve that issue, and no toxic resist, but again that can be solved with the new invention enhancements set bonuses.

I agree with nova, so far I have played my Energy/Elec up to lvl 23 and even though I don't have all the best powers that the set has to offer, I've still found the build very good.
EV3- lvl 50 Elec/Elec Blaster
Dr. Mafesto- lvl 50 Robo/Poison Mastermind
Syndroid- lvl 50 Energy/Elec Brute
and...lots of alts woohoo!!
