Well log into ur account then click Edit account->change mailing address-> then click the link on the website make an account if u already do not have one. there under games u can change it

I don't think you can do it yourself, though I'd imagine in cases of account security you could send an email to Arena net support and have them change it for you.

It really depends... I have 2 accounts, one I can change email address as often as I want, the other one I cannot change..
Why?
Becoz my main account is linked to an NCSoft account (this happens when for example you buy something online from guildwars) Once it's linked to an NCSoft account you can change the email address you get mail on from NCSoft, but not your email to log in..
Then you should contact them..
otherwise you just have to log in, till your character selection screen and press edit account button, then you'll see a link to edit email address...
