Ok heres the question...if i go to a Priest of Balthazar an i unlock, say, An Elite Skill. I then buy or farm myself an Elite Tome..can i learn that certian elite skill through the tome rather than cap it?

yep, you can use the tome instead of a cap sig in that instance. That's why my ele ahs Invoke Lightning and Savannah Heat despite not having completed even Consulate Docks mission in NF.

Yeah you can learn all elites for your profession from elite tomes thou this can prove to be expensive, i find them helpful in capping harder to get to elites :)
The only thing is you can only use the Elite Tomes of your profession, for example my monk cannot use an Elementalist Elite Tome to learn an ele elite. Hope this helps :)

Yes with elite or none elite tomes you can use it to learn any unlocked skill in PvP or whatever so yes you can
