Welcome General! I think you target the person and then go to the geneology menu and you can do it from there.
It has probably changed since I played though...someone can probably help ya in the mornin...Anyway...WELCOME! :-)

You do have to go to a Notary (there's one in Bree Town Hall, I believe) to have the adoption recorded.
