Well, Ice Blast is a rather endurance heavy primary and Energy Manipulation is a very endurance heavy secondary, so if I were you I'd still pick Stamina no matter what.

It depends on your play style. Ice tends to be a "slow and precise" set with it's control aspect and whatnot. In hardcore high impact battle, you'll need stamina, though.
Personally, I'd take both if I were that build, however I'm sure it's nice having the 3 extra power slots for other things.
City of Heroes/Villains
Onion - L50 - Katana/Super Reflexes/Body Mastery Scrapper
Scotch Bonnet Girl - L50 - Fire Aura/Fire Melee/Pyre Mastery Tanker
RonJ73 - L50 - Stone/Energy Aura Brute
Aurora Australis - L50 - Willpower/Energy Melee Tanker

I m doing fine atm with my En/En Blaster with Conserve Power and without Stamina.
But do the "slow and precise" kind of fighting style.
Few AoEs, few blapping.
When my End runs low I kick in Conserve Power and by the next time my End is gone, Conserve Power has recharged.
*shrug*
With all holds and slow in the Ice Prime Set you can surely go slow and nice with a lot of control.
But you will not do the "job" assign to most teamheavy blasters (doing a lot of dmg).
I'm listening to real music.

I have a En/En Blaster and using just Conserve Power would not do it alone for me. Stamina was a must for me, as I like to mix it up when the fighting starts (unless on a big team, then I could selective in my targets and when I could attack).
However, if when I run solo, Stamina AND Conserve Power is a must.

I'm doing the same thing with my En/En blaster. I have conserve power and no stamina and to me it's working pretty well. The only time i really have to use blues if after Nova :P.

I never really had much of an end issue, only when i unload a lot with hasten and have a bunch of toggles on do i need to whip out CP, but that is a very rare occasion.
