I would like 2 know what place can you pvp in the game and is there some kind of lvl you have 2 be so you could pvp?
(I am new 2 the game so i dont know much,i tryed looking in the topics for something close 2 my Q and i could not find it and i am sry if there was a Q like myn.)

there are 4 zones that are PvP specific, Bloody Bay (level 15-25), Sirens Call(level 20-30), Warburg, (level 30-38), and Recluses Victory(level 40-50). there is also the arena for special PvP battles as well. also to note is that in Warburg, if someone is not on your team, they can attack you, be they hero or villain.

SpecOp Wolfsbane: lvl 24 Scrapper
Astraeus': lvl 42 Scrapper
Griffan: lvl 45 Defender
Justice:
*Xenokrates: lvl 50 Brute*
*Kuramaru: lvl 50 MM*
Wolf Fury: lvl 38 Brute
Bullitz Krieg: lvl 40 MM
Towering Shadow: lvl 38 Bane Soldier
Guardian:
*Titaness of Fire: lvl 50 Tank*
Shikimori: lvl 41 Controller
Gun-Power: lvl 29 Blaster
Zanpakuto: lvl 45 Scrapper

First off, Welcome to GameAmp
Aside from the Arena, there are 4 PvP zones in the game, each of which with its own target level range. You have to be at least at the minimum level to enter, and if your above the range, you will be exemplared down.
1. Bloody Bay (Levels 15 – 25) You get to it through Skyway city. This zone has a special mission where you can get a temp power to summon a pet known as a Shivan (a really nice pet to have when you get in over your head)
2. Sirens Call (Levels 20 – 30) You get to this zone through Steel Canyon. Doesn’t have any real special missions other then you get to help control the zone by helping your side win battles at hotspots that will randomly appear around the zone. There will also be bounties that will be placed upon certain villains within the zone (And they will likewise have bounties placed on you)
3. Warburg (Levels 30 – 38) You get to this zone through Kings Row. Like Bloody Bay, it also has a special mission where you get to fire off a rocket that you can call down in extreme circumstances. Unlike the other zones however, in this one you can be attacked by anyone even other heroes.
4. Recluses Victory (Levels 40 – 50) You get to this zone through Atlas Park. Haven’t been there myself yet though I do know that there are objectives to capture to take control of portions of the zone and that when you get enough of them, some of the signature villains from COV will spawn to try and take them back.
Aside from those, there are also the Arenas. I’ve never done anything with them before, but I’m sure someone else will be able to fill you in on those.

I whent 2 the bloody bay place (lvl 15)and i saw no 1 only computer bad guys no real people is that normal?
Do alot of people pvp in this game? or in the other higher lvl pvp zones they pvp alot?.

That's normal. Most people do PvP in either Siren's Call or Warburg.

people don't pvp much in bloody bay. If you do see some one they are most likley getting a shivan. It also depends on server and timezones.

Ty this forum has been very helpful, could you tell me what server that has the most pvp people in it if its not 2 much trouble.

On guardian, there is quite a few ppl in all PvP zones not so much warburg anymore, but RV BB and SC are all jam packed
