| Super Reflex Epic Power pool |

This was just an Idea of mine. It'd be Epics for Blasters and Defenders.
This is what I got so far:
Evasion
This power can be unlocked at security level 41.
You are evasive against area effect and cone shaped attacks.
This power increases your Defense versus such attacks as long as it is active.
Recharge Fast
Quickness
This power can be unlocked at security level 41.
Your Quick reflexes allow you to move faster then normal,as well as resist slow effects. This power is always on and permanently increases your attack rate and movement speed.
Focused Senses
This power can be unlocked at security level 44.
You become more evasive to ranged attacks while you have Focused Senses activated. This will increase your defense versus ranged attacks as long as it is active. Your Improved senses also allow you to perceive stealthy foes as well as well as resist Defense DeBuff.
Recharge: Fast
Practiced Brawler
This power can be unlocked at security level 47.
Your training has allowed you to become a Practiced Brawler, tuning you into a perfect fighting machine. You gain resistance to Knockback,Disorient,Hold,Sleep and Immobilization powers for a short duration.
Recharge: Very Long

I think that full mez protection is a bit overpowered for squishies. That combined with high defences and +recharge?
It's nice, but too powerful if you ask me.

Ok....so you picked all SR Powers you like to have with a Blaster.
But that's just YOUR choices.
Not every Blaster would prefer Focused Senses over Focused Fighting, but with your "Pool" he couldn't pick it.
And a full Mez Protection is a far over the edge for a Power Pool.
Espacially compared to the other Power Pools.
And a lot of players pick Hasten anyway and with Quickness available EVERY Blaster would pick this one.
This is muchmuchmuch to powerful.

I think in the interests of balance this would need rather a lot of tweaking. The rest of the sets only have one proper toggle shield each (Hibernate and PFF are slightly different) and I think this is about right for a blaster. The other three powers are different. As far as I see it, the devs have already built the current ancilliary sets with balance in mind, so keeping to a similar 'formula' for this one would be the best way forward. I understand this may not be the way you imagined the set but I like the idea so this could just be my interpretation from the point of balance.
So: For the one toggle shield the other ancilliary sets usually go for the smashing/lethal shield of the relevant defence set. Such a shield doesn't exist for SR, so this could pose a problem. If we were to take shields straight from the SR set rather than adapting one for a blaster ancilliary I would choose either Evasion or Focussed Fighting. As blasters deal primarily in ranged damage, a ranged defence shield would be far too powerful. Blasters have enough of an advantage at range already.
As for the three other powers, the other sets have wide range of powers already built in the game to fill them with buffs, debuffs and controls. SR wouldn't have such an abundant supply so requires improvisation.
Quickness would work as a self buff in the set, but would be considerably less powerful than the buffs in other sets, namely Hibernate, PFF and Rise of The Phoenix. I know they aren't strictly buffs, but they are positive effects on the characters that I'm giving them such a name to differentiate from the shields. So I propose that for the 'buff' in this set there could be some sort of martial-art-esque meditiation techinque providing a similar effect to PFF or Hibernate. If it is a meditative technique I am inclined to think it would be more of a HP regeneration type move like Hibernate.
I am aware that not all Super Reflex-using characters are styled towards the use of martial arts, especially not the blasters that would be using this ancilliary set, but it is just an idea of how to make an invulnerability power work in this set. Besides, martial arts could have been learnt by the character and similar meditative techniques could be used by anyone. If people are unhappy with the idea of mediation at least you know the type of power I am suggesting.
This is where it gets tricky. All the other sets have at least one control power, some have two and some have a another control power additional to their one hard mezz. I had difficulty thinking how the character could mezz an opponent with a power that is part of a set based around the dodging of attacks. However, I came up with this outline for a possible solution:
Paranoia - Foe Hold
Possessing Super Reflexes, you are fully aware of the burden of dodging every attack that is thrown at you in the line of duty. Paranoia utilises your finely tuned mind to momentarily grant an opponent your ability to sense all incoming attacks. Unused to all these extra things to think about, the opponent's mind unravels in front of your eyes, leaving them totally helpless.
Only one space left now. Anyone care to fill it? I was thinking perhaps a Force of Nature -esque click shield.

uh, no. not every blaster would take this. its not overpowered, if anything its underpowered.

Focused Fighting is resistant to melee attacks.
Why in the world would a Blaster want that?

But you've got to remember that every epic power pool in the blaster set has an overpowering power. Cold Mastery has Hibernate. Flame Mastery has Rise of the Phoenix. Electric Mastery has EMP Pulse. Force mastery has Force of Nature. And Munitions Mastery has an Self + Res (Smash, Lethal).
So if you think Quickness is overpowering..
