People, myself included, were exploiting the fact that you could fail the first mission of the task force but still continue the task force. The first mission is where you had to defeat Mary Macomber 10 times.
To all the people complaining about this: Think about it. Do you REALLY think the devs intended for you to complete a TASK FORCE in about 15-30 minutes and get a rare recipe reward?
No.
The risk/reward is off with this. The "Speed Katie" is an exploit, and NOT operating as intended.

Actually, the downside of the "Speed Katie" is that you don't get the witch hat. You only get the witch hat for defeating Mary 10 times. It comes with the "10 Times the Victor" badge.

There is, but only for the character that did it. If you have multiple alts in the level range, each one of them can do it.

Um, what? The devs have stated at least twice that they designed the first mission to be droppable, and they purposely made it so that you can continue the TF afterwards.
Not an exploit at all, and it is very much so working as intended.

Ok, so if that's the case, why would they be making it NOT dropable now? Think about it, it only makes sense.

Because villains have no similar TF, and have (rightfully so) been complaining since i9 went live.

Yes, those pesky villains...always complaining about something.....:P
Seriously though, I never understood how being able to fail a mission in a TF was a good thing. I figure if you fail one, especially THE FIRST ONE, you should have to start all over. I know the devs have stated that failing was one of the options available, but from a storytelling standpoint, it never made sense. Of course, having a separate badge for each defeat of the witch doesn't make much sense either. Maybe they will fix it now so you only get the 10x badge at the end, and not tell you that you earned a badge for each defeat. the 10x badge is the only one that matters, anyway.
From what I've heard, even having to earn the 10x badge to continue will only add 30-45 min to the length of the TF, so with a good team, its still way faster than the 4hr timer for the recipe drop. And now you get to defeat more Cabal, which means more chances for Arcane drops, which is always a good thing.

I have know you well, many good recipes. *flash back* Maybe we will meet again in the future.For anyone who hasnt done it, if ur level30 get to Croatoa and broadcast "LF KHX" I got 4 bars every 15 mins! Got to 33 in one day, and got tons of money at the same time. So HURRY get ur xp/recipes while it last.

But wasn't it designed to be droppable back when Croatoa was introduced, in the good old days before recipes and loot?
My guess is that is was 'working as intended' until they broke it in I9. Just another example of new content not meshing well with old.
Of course, I've been away for a long time visiting Krypton, so I have no idea when those 'working as intended' statements came.
