I was grouped recently with a level 39 fire/fire blaster and his powers included EVERYTHING in both sets. Then he had AS, fly one concealment move, and one fitness move. Now he got to level 39 with this so I wonder is he a geniues prodigy with a great easy trip to 50, or will he end up having to respec soon?

He must have end reducers heavily slotted to not need stamina. He might have an easy road, but he might not.
There's nothing wrong with taking all powers from your primary and secondary. It shouldn't make your trip more difficult.

Well /fire does come with consume. Maybe he feels that's all he needs to keep his end. up.

Consume alone won't do the trick when he's using Blazing Aura and Hot Feet.

Without a doubt. Those two really suck the End. With proper endurance reduction enhancements and a steady set of blue inspirations they could still keep grinding away at it.
Most people rely soely on the powers themselves, where others use inspirations like skittles and keep using them to keep the right ones dropping into their inventory. Since they reduced the cooldown timer on Rest, they would just need to take a few more breathers as they fight.
The standard Fire attacks most take aren't all that bad, but all of them combined..... ouch. Probably a little hard on the Endurance, but if they team regularly with an Empath willing to feed them AB and RA all of the time, fitness could be completely skipped. Think about the DPS possibilities if you were not limited by having to select Fitness on one of your Blasters.
When you look at a players build, it's hard to take into account their steady running crew and how they play together in relation to that build.
So when you were running with them, did they have any endurance problems?

Between slotting heavily for end redux, carrying lots of blues, and consume for those emergency moments when blues aren't available, not to mention using rest often, it is possible. Stamina is more of a downtime reducer. If you don't mind suckin wind once in a while, you can skip it. Then there is also the fact that IOs now offer many means of getting +end and +recovery, both of which would ease the staminaless build. Toss in +end accolades and temp powers, and you have a plausible alternative to Stamina. Smart playing could make a very fun challenge.
