| How do you get arachnos costume pieces? |

I know some of it is from CoV collector's edition, but where do you get pieces? I have seen people woth it on and was just wondering

The CoV Collectors Edition is the only way to get Arachnos costume pieces, ie., the helm (Blood Widow and Wolf Spider), and the Arachnos insignia on your cape. No other obtainable costume pieces exist other than those

It also depends on which store you get it from, i got mine from E.B. Games so i got the Crab Spider Helmet, but not sure if they still do it by store, or if you can get them anymore.

Well, midnight guard is pretty much correct, with a bit of clarification.
The 'Special' Arachnos faction helmets are/were available in the Pre-Order/Beta boxes and can be viewed
HERE!
The Collector's DvD Edition of CoV allows access to a special Arachnos insignia cape, and an Arachnos chest insignia.
The Good vs Evil Edition allows access to the "Sinister' costume pieces which are very Arachnos-esque in design.
Finally, the 30 month Veteran's Rewards (Committed) include an Arachnos chest emblem which is slightly different than the DvD Edition emblem.
And that is how you get the Arachnos costume items.

The preorder helmets will probably be a veteran reward down the line since the 4 CoH sprints are.

Is there a way to buy any of the item packs other than the GvE stuff?

Nope. You can still find the CoV CE floating around for about $20 if you want the cape and chest logo. You can still find some preorder boxes sometimes, but I believe you can't apply them to an existing account. You have to start an account with it, and they won't let you have multiple preorders. I had actually gotten the wolf spider and arachnos mystic helms thinking they'd let me have both like GW does :/
