Im new to ut2k4, Sometimes when getting on a server it has mods that i have to download. these dont show up in my list of availble mods, is there a program that will snatch them and move them to the right places, or a walkthrough on how i can do it manually.

UT2004Mi is a good tool to get files out of your cache & into the correct folders. It also has a .uz2 de/compression area that's pretty handy.
