I don't really know what slotting means, I haven't played the game myself yet, so I'd like some help on it please. I know about the powers, just not: Which ones to get, what slottings are, or really anything..:| I know I'm asking alot, but if you could give me basics of it, or let me know if I'll learn them in the Tutorial, it'll help in the long run. Thanks.

First welcome to Gameamp!
Second slotting is puttin enhancements into powers. If you go through the tutorial there will be a part explaining enhancements. Read it thoroughly. Slotting also consists of what type of enhancements you put into your powers, such as damage accuracy recharge reduction endurance reduction, etc etc. Hope this helps!

Anyway, I understand targeting, moving and using my powers by the clicking and toggling, but can I use a P.C controller to move and such? Or is it just a keyboard?

I know you can use a joystick as it says the keys/ways to use it in Keymapping of options. I am not sure if they both apply but, it might.

I've never actually tried using a controller, but I know it's possible. The downside is that as you go up levels and have a variety of powers, using a controller is going to limit you. When you need to start off a fight with Build Up + Some Attack + Some other Attack + Some other attack + Heal + whatever, having all those buttons mapped is going to be a bugger. You're really a lot better off using the keyboard.
Now, on your actual question there.
Martial Arts is kind of a nice generic primary that doesn't synch badly with any of the secondaries. The only scrapper secondary I'm not very fond of is Invulnerable. It just doesn't offer the bang that the others do. As a tanker primary, it's outstanding, but as a scrapper secondary its kinda 'eh'.
Regeneration will give you great hitpoint and endurance regeneration (hense the name) with some really cool self heals.
Super Reflexes offers good defenses. For concept reasons, SR goes well with Martial Arts, as typically Martial Artists are quick on their feet and don't get hit very often.
Dark Armor has some cool utility powers (an Area of Effect toggle power that slowly damages all enemies in melee range, a stealth power and a few others), however it is very toggle and endurance heavy. It's also one of the few armors in the entire game that offer any kind of resistance to Psionic attacks. That's a HUGE plus.
When you do get into the game, read up on Global Channels and (provided you're in the US) join the Gameamp.com global channel. It's public and called, oddly enough, gameamp.com. 'Stacking' refers to stacking powers like multiple boosts or several types of control effects on a single target enemy for instance. Someone else can detail this better than I and perhaps someone has even written a guide 4 stacking. Enjoy!

So a fellow MA scrapper aye? I have a 50 MA/Regen (which is amazing by the way) and a 30 MA/Super Reflex.
Thoughts on MA:
My basic full attack chain is storm kick, crane kick, crippling axe kick and eagle's claw. I also have air superiority to fill in the gaps but with hasten I use it more for the knockdown than the dmg (which is also quite good bye the way). Definitely get crane kick, focus-chi, and eagles claw. I have dragon's tail as well for those moments where you just want to drop that AoE bomb, though I only use it rarely. I tend to favor the flight power pool set, so as a prereq. I take air superiority as hover tends to be rather useless for a scrapper. Air superiority meshes well with martial arts.
Secondary sets:
The sets I have the most xp with are regen and super reflex. I also have some Inv. xp but only really on the tanker side of things. Regen is my personal favorite, as a scrapper you want high dps and endurance is a factor there. Regen gives quick recovery, which when combined with stamina = a happy scrappy! There are 3 different heals (dull pain, reconstruction, and instant healing) I would take all 3. Moment of Glory is not a power for me, but many like it.
Super reflexes is a defensive juggernaut and practiced brawler from that set is in my experience the best mez protection out there. There are 2 problems with this set though, one is endurance (it uses A LOT) and the other is that you have to take almost all of the powers to be defensively safe. So my recommendation is take all the powers to be safe. Regen has the problem of being overwhelmed by too many baddies at once, and several alpha strikes will just wipe you out before you can heal. No defense and no resist, but you'll heal faster than they can hurt you. Super reflexes is the opposite, it handles alphas and multi baddies very well, and with elude few if any attacks will hit you. So both have their weaknesses and strengths, but of the choices I would choose one of those two. Invulnerability is definitely a tank set as the resistive nature requires high hp to be effective... and you just don't have that as a scrap, so that is why I would not choose it unless you want a spine scrapper (spine/inv. or spine/dark can be quite fun). Just my opinions, hope I helped.

Well I'm interested in making a Martial arts/super reflexes scprapper too. But, since I'm new in this game, I don't know how to slot all powers, and what powers are the best. And ofc I've spent time searching for builds and guides in the forum, and on google, but I can't find any that's up to date and that seems to fit me!
So if anyone would like to make a decent PvE build, I'd really appreciate it. And maybe give me some tips for the future with the scrapper.

I will also say welcome, it is great to have you.
I just wanted to add something to Bigspeers comment on the respecification.
He stated it is a way to wipe the slate clean and pick new powers, which is true, but I wanted to qualify that with making sure you know that you can't choose a different primary or secondary combo. just new powers within those sets.
For instance: Swiss Spines is a level 37 Spines/Regen Scrapper. If I do a respec with him, I can't choose Martial Arts/Super Reflexes now. He will always be a Spines/Regen Scrapper, but I can choose new powers with in the Spines and Regeneration powersets.

Now I know what stacking is. I start out with one box with my powers, and I can put enhancements there, if I stake one enhancment on top of another, when I use it, they are both used. The first stacked are the first used.:)

Retse, here are some MA/SR guides from the Main CoH boards since there aren't many here. More options/opinions are always better.

And Spider, you have the basic premise of stacking down, but there is one other thing worth mentioning. If you are trying to stack enhancements, the more they differ in level, the greater chance that the stacking will fail and you will lose one of them.
Say I have two level 30 Damage SOs. They are 100% guaranteed to stack since they are identical in level and type. If you try to combine a level 30 and level 31 damage SO, there is a 95%* chance they will combine successfully. A 30 and 32 have a 90%* chance to combine.
When you successfully combine enhancements, it's level increases by 1 in effectiveness and will be indicated by a + sign. Going back to the two 30 SOs, combining them will result in a 30+ Damage SO, which has the effectiveness of a 31 SO. You can further combine the 30+ so with another SO and get to 30++ (level 32). Once an enhancement has ++ after it, it cannot be combined anymore.
And one final piece of info about IOs. IOs cannot be combined because their effectiveness does not expire. But the effectiveness of IOs does change with the level of the IO.
- IOs that are between levels 5 and 15 are slightly better than TOs (Training Origin Enhancements).
- IOs that are 15 to 25 are roughly better than DOs (Dual Origin Enhancements).
- IOs at 30 and higher are slightly better than SOs (Single Origin Enhancements).
*note: I don't know the real percentages offhand, just a edumacated guesstimate.

If you play extremely efficiently for 10-11 hours per day, each day, you can get to 50 in 2,5-3 weeks.

Here is a little bit of information to get you started.
Character Creation:
* The first step in the Character Creation process is the selection of Orgin.You can select from 5 diffrent options. Mutant,Science,Magic,Technology, and Natural. This will determine which enhancements you will use, your inheret power,and for Levels 1-5 which enemies you will face. This will also give you a background to use if you decide to write a Bio for your Hero.
* Step two is the Archetype Selection. This will determine the role your Character will play throughout the game. You will begin with 5 Archetypes to choose from: Tank,Scrapper,Blaster,Defender,and Controller. Each Archetype has a specific, but important function in the game.
**As a Tank you will lead the charge into battle.Tanks are designed with high Defences and Low to Mid damage out put. Keeping the enemies attention on you and off your teammates is your main goal for a Tank. You are the wall between your teammates and the enemy.
** As a Scrapper you will be in the heat of the battle side by side with a Tank. Scrappers are designed with High damage out put and Mid Defences. Being fearless is what Scrappers are known for. Taking out the higher powered enemies such as Bosses and Lieutenants will give your team a greater chance of survival.
** As a Blaster you are armed with Ranged attacks.Blasters are designed with High damage out put and Low Defences. Long ranged attacks are your stong suit. Taking out the minions and assisting with the Bosses and Lieutenants carry your team to victory.
** As a Defender you provide protection to your teammates in various ways. Defenders are designed with Low - Mid damage out put and Low defences. Do not let the lack of damage and defence discourage you from using this Archetype. The Defender is a huge key in a teams victory. By providing health to your teammates and the ability to hender your enemies attacks you can almost decide the outcome of every fight.
** As a Controller you are the lock down master. Controllers are designed with Low -Mid damage out put with Low Defences. Being a Controller your main focus is restricting the movement of the enemies. With a wide variety of Immoblize and Holds you can render an entire group of enemies helpless. You will also provide health and other protection to your teammates.
* Step 3 Power Selection:
After selecting your Archetype you will now decide which Primary and Secondary your character will use during his career. Each Archetype will have a diffrent selection of Primary and Secondary Powers to choose from. At the begining you will be able to select from one of two Primary Powers that are avalible. Your Secondary Power choice is manditory and restricted to the first power in that section. As you advance in levels more powers will become unlocked and selectable as you train. Choose the powers that best suit your play style regardless of the "popularity" of that power.
* Step 4 Body Type Selection:
You can choose between 3 Body Types for your toons. Male, Female, and Huge. After selecting which Body Type you want you are provided a window with "Sliders". You can scale your characters body to whatever sizes you desire.
* Step 5 Costume Selection:
Looking good is almost as important as being powerful for your character. With a huge selection of costume pieces and designs you will spend a lot of time here getting the right look for your character. From head to toe you can provide your character with all the latest fashions.
* Step 6 "Name that TOON":
Giving your character a name will provide a small challenge as you have to use your imagination a bit more. Your character will be identified by this name throughout the game. It will be displayed to all other players.
* Step 7 Tutorials:
After you have created a name for your toon you will be giving the option for Tutorials. This is highly recommended for all beginners. This is a small walk through that will provide information about your powers and abilities. As you progress to each contact you will notice your Experience Bar increasing. Completing task given to you by each contact will result in your progression. You will also gain experience by defeating enemies. Tutorials are completly optional and can be bypassed if desired.
* Step 8 Zone Selection:
You will be given a choice between two Zones to start from, Atlas Park and Galaxy City. Each of these Zones has a trainer you will be instructed to talk to if you complete the Tutorials. If you bypassed the Tutorials you will be directed to your first contact by the Navgation Bar.
You are now on your way to saving Paragon City. As you progress through the game you will achieve new "Levels" by gaining determined amounts of experience. After reaching a new level head to the nearest trainer to select a new Power from your Primary/Secondary or Enhancement Slots. Depending on the level you achieve will determine your reward. Even levels will provide a Power Selections and Odd levels will provide Enhancement Slots UNTIL level 32. From there it will change to levels 35,38,41,44,47,49 providing Power Selections and levels 33,34,36,37,39,40,42,43,45,46,48,50 provide Enhancement Slots.
Enhancment Slots are the key to your strength. You can provide six Enhancement Slots to each avalible Power in your Power Management Screen. This will be done during training after you reached a new level. In early levels you will on get two Enhancement Slots at a time. Use the Enhancement Slots on the Powers you wish to upgrade. BEWARNED!! Choose wisely as the placement of slots is locked in until a "Respec" is earned.Each Power can be "enhanced" with diffrent types of enhancements. The various types of Enhanments you use determines what your charaters limitations are. An example would be slotting 1 Acc Enhancement 3 Damage Enhancements 1 Endrance Reduction Enhancement and 1 Recharge Enhancement. Now reading the last sentence can be confusing for a new player, but what it means is : With 1 Accuracy Endhancement your Accuracy is increased by a percentage according to your level and Enhancement type. The same with the 3 Damage Enhancements. This power now has an increase of a percentage 3 times since you have 3 Enhancements. Same with the 1 Endurance Reduction, and 1 Recharge. The Power you have slotted now has increased Accuracy, Damage, and a discount on Endurance cost and Recharge time.
