What and where is the lowest level PvP Place?
Whatever it is it starts at level 15 right?
Who can tell me more about it?

Bloody Bay. First and lowest lvl PvP zone, 15 in min. 25+ is malefactored to 25, entrance is in S Skyway City.
Its an 'island', filled with big squishy radioactive mobs called Shivans, but the place is almost always completely empty. You can take a mission from the Scientist that you see right when you exit the chopper, to gather a piece of ore from each of the meteors in BB, take out a firebase, and then get a temp. power that will make you able to summon 5 Shivan EBs.
You can get this temp. anytime.
