Well, first introducing this topic a bit: I'm trying to reach Elonian Grandmaster Cartoghrapher(100%). And I was wondering if I have to explore with my Canthan Assassin the Elonian Starters Isle in order to get 100%, aka the title maxxed.

Yep they definitely do count, I got Elona GMC recently on my monk. There is a small section you won't be able to get to where Elonian-born characters start the game, but it's not needed for 100%.

Kinda. You can do Chahbek Village, the first mission on the island, just have to talk to the guys there. But you can't do the very first bit on the stretch of land just north of there. It constitutes very little though in the end.
I think the main useful bit you'll find is making sure to scrape all the towns and outposts, that got me quite a few tenths, and also Remains Of Salajah challenge mission, decent chunk in there. Rest is self explanatory, wall scraping.
