What is or are the best IOs for dmg/acc and dmg resistance?

There aren't a "best" set of IOs for those. If you want dual abilities out of the IO (such as acc/dmg) then there is no "best". Where the variety comes into play as best is from the set it belongs to and the bonus it gives.
Take a look at Nas' breakdown. It's in a pinned thread in the GenDis forum.
If you just want dual/tri/quad purpose IOs, I'd pick and choose from all that are available. It won't matter.

That was a nice reference by the way...
I am still not sure about the whole Invention Enhancements. Every time I have made a dual invention enhancement I can't place it on any power. Is it true that it can't go on any power that has any other enhancement on it?

No, that's not true. You have to make sure the IO set you're making fits the power deion of the power you're placing it in.
ie., a Melee attack can not be slotted with a AoE Damage IO. If you look at your Power, it'll have what it's classified as, then look at your IO recipe or enhancement and it'll show you what type of power it will enhance.
I've mixed and matched IO sets depending on the bonus i was looking to get.
Now, there are certain "special" IO set features that you are only allowed 1 per toon...like the "Stealth" bonus IO.

This helps match up powersets to the right Invention enhancements. It also give set bonuses, appropriate levels, recipes, etc...
I too didn't think that the Invention Enhancements were a big deal until I started acquiring the bonuses you get as you fill in a complete set. For example, I've got 5/6 of the Calibrated Accuracy for my blaster's snipe. Just one of the benefits is that I get a 5% accuracy bonus for ALL my powers!

There are 2 types of IO's. One is a Regular IO that behaves exactly like a standard enhancement, except that it never wears out. It will always offer the same % benefit regardless of your level. Obviously, the higher the IO, the higher the % benefit given. There are a couple of key levels to remember: 1) At level 20, IO's offer a higher % benefit than DO's. 2) At level 25, SO's are better than IO's, and 3) At level 35, IO's start becoming significantly better than SO's.
The other type of IO is called a Set IO. These IO's usually affect more than 1 attribute of a power (i.e. Damage/Accuracy, or Damage/Recharge). They can be used alone, or part of a larger set. If used in a set, they will offer global bonuses to your hero. Each set's bonuses are a little different, but the bonuses affect things like accuracy, recharge time, or defense. These set bonuses are global -- they affect all your powers, not just the one into which you slotted them.
Now to your first question: Which is the best for Accuracy/Damage? The partial answer is that they will all affect your Accuracy/Damage equally (provided they are the same level enhancement). The % benefit to Damage and Accuracy is not set-specific - it is level-specific. So, which one do you choose? Here is where you look at the set bonuses and decide which set gives you the benefits you want. Personally, I like to choose sets that add to my accuracy and recharge time. I will slot a set just up to the point where I am getting the bonus I want (Accuracy bonuses usually kick in at 4-slots, Recharge Time usually at 5-slots), then fill in any gaps with a regular IO if desired.
Second question: What is best for Damage Resistence? Again, the will all offer the same % benefit depending on their level. After that, look at the set bonuses each damage resistence set offers and choose from there.

Can someone explain me what will happen if i put a "Numina's Convalescence: Regeneration/Recovery" into "Health"?
How does the "120 sec" thing work in auto or toggle pwoers?

For auto powers, the bonus is always active. On toggle powers, the bonus is active when the toggle is on....and 120 seconds after it's toggled off.
