Alright, i did some testing with my wonderful PvP Based E V E R D R E A M, quickly made with 13 air magic.
This shot is a Lightning Orb hitting full Ghostforge Set with no weapon spell activated.
This shot is a Lightning Strike hitting full Ghostforge Set with no Weapon spell activated.
This is an Orb hitting Full Ghostforge set with a weaponspell activated. the damage is always reduced from 94 to 77.
This is a Strike hitting Full Ghostforge with a weapon spell activated. The damage is always reduced from 47 to 38.
This shot is with just Ghostforge Chest and Leggings, as you can see the full 47 damage is done even with a weapon spell activated. This is not always the case.
Again, in this shot i'm wearing just Ghostforge Chest and Leggings, affected by a weapon spell and the damage is reduced from 47 to 38.
with the partial set, i did many many strikes and orbs and it's quite random on how your hit and what damage you take. it was pretty close to being half and half, (i also tried it out with wearing just ghostforge gloves, helm and boots with the same results)
with the full set of Ghostforge, i got a guaranteed armor bonus and damage was always reduced.
so, it does matter upon where you are hit it seems, but that seems to be quite random, so i'll take my chances with a full set of ghostforge and be sure that damage is being reduced all the time over a few extra hit points or 5 more energy.
an orb that normally struck for 94 all the time reduced to 77 all the time means i have 17 more hp per hit, which is a much better life saver than putting survior insignia's on my helm, gloves and boots, which would only give my a +15 Hp bonus total for all 3 pieces, which is negated after one orb hit, whereas the armor bonus continues to save health every hit!!

yea, i noticed a lot of people weren't quite 100% sure how that worked. i'm still not sure of what the hit rate per armor piece is exactly, but i did learn that it's good to have 1 entire set of something if you always want the armor bonus.
All lies and jest, still a man hears what he wants to hear and disregards the rest.

Good job. I have always favored additional armor over health, particularly the unconditional Defense mods on weapons. Thanks for sharing the results of your experiment!

I know the technical side of armor chances come to this:
(From the hands of GuildWiki Researchers)
First Chest
Then Legs
Boots and Headpiece are about equal
and Hands are last.

This also follows the basic bonus on most sets; the most expensive pieces, that also give the biggest non-armor bonus (Radiant Insignia) give larger bonus while placed on important armor parts leading to a conclusion that says those slots are more valuable than others.
