Is it just me or is the majority of users on the official forums for CoX are jerks? Especially this one dude named xxxxx he seems to be the Devs' lap dog. Anyone else notice that?

No calling names here ;)
You're probably talking about the US forums, but yes, we have that on the European boards as well.

Yes unlike this forum here the official boards are not flame free like us. and Aurrius is right we do not allow name calling of any kind on this forum even if it about someone from the official boards. Especially naming this person directly I have deleted the name from your post and ask that you do not do this again. It is okay to talk about how the people on the official boards can be jerks but do not single anyone out. That could be considered a flame.

It's how all official forums are.
Poster A: Why does X happen when I do Z?
Poster B: STFU NOOB
Poster A: Don't be mean, it was just a question.
Poster C: Cry MORE NOOB
Poster D: Rrofflecopter, lollerskates
Poster E: My *insert max lvl* character would whoop you in a duel, lmao
Etc... It was especially bad on the WoW forums, I have stayed away from the CoX forums for that reason.

Cretheus is right. WoW boards are a direct nightmare, even compared to some posters on the CoX boards.

My favorite has always been the LONG threads of people whining and complaining about the servers being down.
I don't pay 15 bucks a month to sit around and wait to play!
Why do we pay for a game that doesn't run?
Etc, etc...
It's so funny to me these people are SO addicted they can't even leave the house or watch a movie while they wait for a patch to download or some emergency maintenance to be applied. They have to sit on the forums and piss and moan about it.

Ya know, I used to read how the main boards for CoX were so mean and nasty, but I found out last year this wasn't really the case. Sure, there are some bad apples, which is unavoidable when you have any contact with people in general, but overall, I've yet to have any issues. There's just a couple things you have to keep in mind when posting over there.
1. Some people have low self-esteem, and feel bringing down others will make them feel better. (even thought it never does)
2. Always try and look for a thread or post related to what you want to know, before starting a new one. Why? If you are a regular on the boards, seeing a new thread every other hour about what kind of scrapper should I make, will drive you nuts. :p
3. Learn to spot a troll. Some people just make posts for the sake of arguing, just to get a rise out of people. Sad, but true.
4. It's just a game. Who cares what someone else thinks or says about your opinion, since everyone it entitled to their opinion.
5. Use the ignore feature. Getting tired of seeing someone's posts, who contributes nothing positive? Put them on ignore, problem solved.
Okay, that's more than a couple, but just a few thoughts off the top of my head. I just feel there's a misconception of what really happens on the main boards. :)

I have to disagree with your first point.
I don't think self-esteem has much to do with the way people act on forums. It's not just gamer forums. Check out any community on the internet you will run into these people.
It's an issue of accountablility. They do it, because they can get away with it. There isn't a damn thing you can do to Ipwnzorjoo* when he starts flaming you for a question or comment you made. He knows it. He thrives on your attacks against him. The internet has created an entierly new sort of annonimity. These people feel ivincible. And for the most part, they are. Their biggest enemy is the one who ignores them. Problem is, they congragate at game forums, where the largest audiances can be found, where the most heated debates about spec and tactics and pvp can be found. Those types of forums are breeding grounds for them.
I know people like this, and they do not have any social issues IRL. It's all a matter of what they think they can get away with, and over the internet, that's pretty much everything.
*Ipwnzorjoo is a fictional name.

That's why I said "some" people, not all. I know not everyone is like this, but there are those who are. Met plenty in RL to know it's true.

Anyways my opinion, which in this case is probably more of a well known fact, is: Game Amp > CoX Board.
I sometimes wonder just from reading the CoX boards if the Devs/Admin really even care about the players/posters at all.

Most probably not, because they assume (and they're right to do so) that the CoX community doesn't act like a bunch of crazy children.
