ok...so my bro and i just picked up the game, we're plannin on going through the game together...and he was lookin to make a scrapper (he's always been into the warrior type characters) and i was lookin for the best way to compliment him as a 2-person team...i was thinkin en/en or elec/en blaster, but then i know that there's absolutely no way to actually heal him or myself or anything during the fight...so i was thinkin of a defender with empathy or force field or something....any suggestions?

I would say if you want to focus on healing him go with emp/energy, emp for the healing and energy to deal some good damage, but if you want to have a spare heal and debuff the mob so he can do his thing i would go dark/energy or rad/energy both get a decent heal (dark having the awesome twilight grasp! :))
Also, if he wants to stay alive and keep his health in the green i would suggest going with a /regen type scrapper great for both PvE and PvP :)
Basically something like that, going with the /energy is good because if you draw some unwanted aggro you can use the KB of energy to push 'em away.

Rad/Rad Defender. Then bad guys won't be able to hit either of you after you get Rad Infection and whatnot on them. And you get a Player Based AoE Heal, to boot!

If you want to duo all the time, pick a defender or controller.
But not an empath.
Go with Kinetik or Radiation.
They are the most effective tools.
Especially when you meet the more powerful foes.

True. Debuffing the enemies is as important, if not more important than healing, especially later in the game. What's the use of staying alive forever if you aren't doing enough damage to overcome regen, or you can't hit more than once every 8 or 9 attacks?

If your bro is going for a warrior esk scrapper, he would be best served to go with regen as was said above. It is all around the best scrap secondary set. Though for a warrior concept, invulnerable or super reflexes would be conceptually nice (though they both suffer endurance problems and tend to be much more difficult to use). If you are looking to complement a scrapper, it will somewhat depend on his build. If he goes regen, you can go with an empath defender or controller to max out his regen, recovery rates and boost his dmg... essentially, he will be unkillable, but that will be the majority of help you can give as a defender. As a controller empath, you could provide lockdown support or additional dmg (recommend stone/fire/illusion) with only a minor decrease in healing and buffing abilities of the defender. I'd go controller, and specifically I would go with a fire or illusion kinetics controller (kinetics is my personal favorite set). If he goes super reflexes, I would go with a force field controller as that buffs his defenses, in addition to his defensive set buffs or the other route, a sonic controller, as that will provide resist buffing while he provides his own defense buffing. Sonic is a very powerful and under utilized set. Again, i recommend the fire, illusion sets for dmg and lockdown, or stone more so for control. Gravity can be fun as well.
As far as the dmg aspect goes, him being a scrapper, you would find little synergy or need for being a blaster, he'll do dmg so you should bring something else to the table. You could go the tank route as well, line em up, he'll knock em down.
Quick edit: Also, if he goes super reflexes (as most new scrappers do, its conceptually appealing) then a good option would be a dark/dark defender, great tohit debuffs (essentially like boosting his defense, nothing will touch him at high lvls) and the dark defender primary set is a fantastically well rounded set. Also, at 32 you get a pet that heals and debuffs for you. Also look into rad/rad, if you go defender, those are the sets to look at, they are very specialized, but fantastic in a support role.
